STRENGTH OF INSPECTOR-CUM-FACILITATOR
2365. SHRI BRIJMOHAN AGRAWAL:
Will the Minister of LABOUR AND EMPLOYMENT be pleased to
state:
(a)the details of total funds allocated versus utilized for the Chief
Labour Commissioner (Central) and Directorate General of Factory
Advice Service and Labour Institutes (DGFASLI) during the financial
year 2025–26 and the number of operational Inspector-cum-
Facilitators nationally as of the latest quarter;
(b)the details of technical reasons for chronic vacancies in the said
specialized cadres and the total backlog of pending workplace safety
audits within the digitized web-based randomized inspection system;
(c)the details of current sanctioned versus working strength of
Facilitators in Chhattisgarh and impact on tribal and contract
labourers; and
(d)the details of corrective measures being implemented by the
Government to deploy algorithmic cross referencing with local Gram
Panchayat migrant registries or safety-committee API triggers to
resolve this last-mile enforcement vacuum?

(a): The details of funds allocated and utilized by the Office of
the Chief Labour Commissioner (Central) and DGOSH (formerly
DGFASLI) during the financial year 2025-26 is as under (Rupees in
Thousand):
For CLC(C):
Total funds Allocated: Rs. 1009020
Total funds Utilized: Rs. 995079
For DGOSH (formerly DGFASLI):
Total funds Allocated: Rs. 343400
Total funds Utilized: Rs. 332428

The sanctioned strength of Inspector-cum-Facilitators in
the Chief Labour Commissioner (Central) and DGOSH (formerly
DGFASLI) are 237 and 18 respectively.
(b): The vacancies in the cadre arise mainly due to retirement,
promotion, transfer, resignation, non-joining during recruitment cycle
and the time required for completion of the recruitment process through
the prescribed recruitment agencies/procedures. Necessary action is
taken from time to time to fill the vacant posts in accordance with the
extant Recruitment Rules and Government instructions.
(c) & (d) The sanctioned and working strength of officers/ Facilitators
in the Raipur Region (covering Chhattisgarh) of CLC (C) Organization is
as under:
