STRENGTHENING HEALTH INFRASTRUCTURE IN MAHARASHTRAAND GUJARAT
3633. SHRI BABUBHAI JESANGBHAI DESAI:
Will the Ministerof HEALTH AND FAMILYWELFAREbe pleasedtostate:
(a) whether the Union Budget 2026-27 has allocated about ₹1,06,530 crore for the Ministry to
strengthen public health programmes;
(b) if so, the major initiatives proposed under this allocation;
(c) whether Health and Wellness Centres have been expanded in Maharashtra and Gujarat under
the Ayushman Bharat programme; and
(d) if so, the number of such centres established and the status of expansion of critical care
blocks and other health infrastructure facilities?
ANSWER

(a) & (b): The Union Budget 2026–27 marks a significant milestone in the Government’s ongoing
efforts to strengthen India’s healthcare system, with a substantial enhancement in the allocation for
the Ministry of Health & Family Welfare (MoHFW) to ₹1,06,530 crore in BE 2026-27. The
allocation in BE 2026-27 to MoHFW will be utilised in various schemes such as National Health
Mission (NHM), Pradhan Mantri-Ayushman Bharat Health Infrastructure Mission (PM-ABHIM),
Pradhan Mantri Swasthya Suraksha Yojana (PMSSY), Ayushman Bharat Pradhan Mantri Jan Arogya
Yojana (AB-PMJAY),etc.
(c) & (d): As reported byStates/UTs on AAM portal, a totalof 1.84lakhAyushman Arogya Mandirs
(AAMs) have been operationalized by strengthening Sub-health Centres (SHCs) and Primary Health
Centres(PHCs)inthecountry,whichdeliver12expandedrangeofcomprehensiveprimaryhealthcare
services encompassing preventive, promotive, palliative, rehabilitative, and curative care. 13,213
AAMs in Maharashtra and10,708 AAMs inGujarat have been operationalized so far, as reported by
the States.
PM-ABHIM aims to support for infrastructure development for SHC, Urban AAMs, support forBlock Public Health Units (BPHUs), Integrated Public Health Laboratories (IPHLs) and Critical
Care Blocks (CCBs). Under Centrally Sponsored Scheme (CSS) component, administrative
approvals have been accorded to the States/UTs under PM-ABHIM for 5 years period i.e. FY 2021-
22 to FY 2025-26 for construction/ strengthening and establishment of 9519 Building- less SHC-
AAM, 5456 Urban-AAM (including 410 in Gujarat), 2151 BPHU, 744 IPHL (including 36 in
Maharashtra & 33inGujarat) and621CCB (including 36inMaharashtra & 32 inGujarat) at District
Hospitals/ Govt. Medical College level.
