(a) the steps being taken to strengthen the national statistical system
and ensure the autonomy of the National Statistical Commission (NSC);
and
(b) whether the Government's plan to create an integrated data system
for official statistics and if so, the details thereof?

(a) The Ministry of Statistics and Programme Implementation (MoSPI)
has undertaken several institutional and technological reforms to
strengthen the National Statistical System in India. Some of the key
initiatives of MoSPI, inter-alia, are improved timelines by reduction of time
lag in release of reports, increased frequency in release of reports,
enhanced diversity by broadening the scope of National Sample Surveys
by covering a wider range of subjects; increased data granularity by
modifying sampling design of surveys for generating district level
estimates, IT based data collection, harmonisation of administrative data-
sets to enhance its interoperability, implementing user centric data
dissemination through e-Sankhyiki portal, revamped microdata data
portal, regular engagement with users and integrating advance
technologies.Further, to strengthen sub-national data systems, MoSPI regularly
organizes training, workshops and conferences with State Governments
and UT Administrations for generation of key statistical products at sub-
state (granular) level.
As per Ministry’s Resolution, notified on 5th November 2019, the National
Statistical Commission has the requisite autonomy to discharge its
functions effectively and efficiently.
(b) For integration and dissemination of official statistics, MoSPI has
developed a Data Repository termed as e-Sankhyiki portal, which serves as
a Comprehensive platform for disseminating official statistics and provides
a dashboard for major socioeconomic indicators. In order to improve the
dissemination of Micro Level Data/Unit Level data, MoSPI has launched the
revamped Micro-data portal featuring a more responsive user Interface and
currently hosting data of more than 175 Socio-Economic Surveys. Recently,
GoIStats Mobile App has also been launched to make official statistics
accessible to the users on-the-go, with interactive dashboard showcasing
important indicators with dynamic visualizations of critical metrics
including GDP, inflation, employment data, etc. Additionally, reports of
socio-economic survey results are released on the website of MoSPI along
with the unit level data as per the timelines prescribed in the Advance
Release Calendar of MoSPI.
