SHRIRAMPRITMANDAL: SHRIDINESH CHANDRAYADAV: Will the Ministerof HEALTH AND FAMILYWELFAREbe pleasedtostate: (a) whether the Government is aware that the condition of all Government hospitals, especiallythe Sadar district hospitals inBihar, isverypoor; (b) if so, whether the Government proposes to implement any plan to strengthen the district Sadarhospitals inthe State, if so, the detailsthereof; (c) whether the Government proposes to strengthen the Primary Dispensaries in the rural areasof the said State; and (d) if so, the detailsthereof? ANSWER THE MINISTER OFSTATE IN THE MINISTRYOFHEALTH AND FAMILY WELFARE (SHRIPRATAPRAO JADHAV) (a) to (d): Public Health’ & ‘Hospitals’ are State subjects. The National Health Mission (NHM) provides support for improvement in health infrastructure, human resources in health facilities,availabilityandaccessibilitytoqualityhealthcareacrossthecountryincludingBihar. The Ministry of Health and Family Welfare (MoHFW) provides technical and financial support to the States/UTs to strengthen the public healthcare system, based on the proposals received in the form of Programme Implementation Plans (PIPs) under NHM. Approval is accorded to the proposals in the form of Record of Proceedings (RoPs) as per norms & availableresources. As reported byStates/UTs on Ayushman Arogya Mandirs (AAMs) portal, a total of 1.84 lakh AAMs including 12,382 AAMs in Bihar have been operationalized by strengthening Sub- health Centres (SHCs) and Primary Health Centres (PHCs) in the country, which deliver 12 expanded range of comprehensive primary healthcare services encompassing preventive, promotive,palliative, rehabilitative,andcurative care. The Pradhan Mantri Ayushman Bharat Health Infrastructure Mission (PM-ABHIM) aims to support for infrastructure development for SHCs, Urban AAMs, Support for Block Public Health Units (BPHUs), Integrated District Public Health Laboratories (IPHL) and CriticalCare Hospital Blocks(CCB). Administrative approvals have been accorded to the State of Bihar under PM-ABHIM for an amount of Rs. 3109.33 Crore for construction/ strengthening of 2546 Building less-AAMs, 158 BPHUs, 38 IPHL at District level and 38 CCB at District Hospitals andMedical college level. The Fifteenth Finance Commission (FC-XV) has recommended grants through Local Governments for specific components of the health sectors. Total amount of Rs. 6017 crore has been allocated under FC-XV health grant for the State of Bihar for FY 2021-22 to FY 2025-26. *****
