(b) whether there has been still shortage of oxygen concentrators, monitors, ultrasound
machines, operation theatre equipments and lab machines in several health centres, if so, the
detailsthereof;
(c) whether the Government is considering for providing additional grant or emergency
assistance tothe StateGovernment for increasing the availability of the said equipment, if so,

(d) whether the Government proposes to set up any special monitoring mechanism for

(a)to(e): Under National Health Mission (NHM), the Ministry of Health and Family
Welfare provides technical and financial support to the States/UTs to strengthen the public
healthcare system, based on the proposals received in the form of Programme
Implementation Plans (PIPs) under National Health Mission. Government of India provides
approval for the proposal in the form of Record of Proceedings (RoPs) as per norms &
availableresources.The Government of India supported States/UTs by setting up and operationalizing 1225 sites
(1287 PSA Plants) under PM-CARES Fund with a mandate of at least 1 PSA plant in each
district of the country. Accordingly, 40 PSAplants were allocated to Haryana by Government
ofIndia.Detailsof PSAplantsinstalledinSonipatandHisar areplacedasAnnexure.Further,
1864 oxygen concentrators have been allocated during COVID-19 pandemic to Haryana,
with the responsibility of equipment internal distribution and maintenance through State
administration.
The Ministry supports ‘Free Diagnostics Service Initiative’ programme under NHM with the
aim to provide accessible and affordable pathological and radiological diagnostics services
closer to the community, which in turn reduces the Out-of-Pocket Expenditure (OOPE).
Diagnostics services are provided free of cost at all levels of public health facilities (14 tests
at Sub Centers, 63 at Primary Health Centers, 97 at Community Health Centres, 111 test at
SubDistrict Hospitals and134 tests at District Hospitals).
To ensure availability of essential drugs and reduce the OOPE of the patients visiting the
public health facilities, Government has rolled out the Free Drugs Service Initiative under
NHM. This includes financial support to States/UTs for 106 drugs at SHC level, 172 at PHC
level, 300 at CHC level, 318 at SDH level and 381 drugs at district Hospitals. An amount of
₹946.60lakhhasbeenapprovedfor Free Drugs underSPIPfor 2025–26.
The Indian Public Health Standards (IPHS) are essential benchmarks that ensure the delivery
of minimum essential services through public healthcare facilities, including District
Hospitals, Sub-District Hospitals, Community Health Centers, Primary Health Centers, and
Sub Health Centre. Developed in 2007 and revised in 2012 and 2022, these standards align
with recent public health initiatives and are fundamental to our healthcare system. The IPHS
guidelines help states plan and meet crucial standards, leading to better health outcomes and
increasedpublic trust inthe healthcaresystem.
The Ministry has developed an open-source toolkit and a web-based dashboard
(www.iphs.mohfw.gov.in) launched under IPHS on 28th June 2024 to facilitate self-
assessment by all levels of facilities including Ayushman Arogya Mandirs. The IPHS
Dashboard is designed to monitor public health facilities' compliance with the IPHS 2022
standards andoffers real-time updates, enablingoversight anddata-driven decision-makingto
identifygapsandfacilitate timelyinterventions.

The Emergency COVID Response Package (ECRP) was launched as a comprehensive initiative to
support States/UTs in managing the challenges posed by the COVID-19 pandemic. The package
enabled rapid procurement of medical equipment, enhanced availability of human resources, and
facilitated improved surveillance and diagnostic capabilities to effectively tackle the pandemic andfuture health emergencies. Under this initiative, Central releases to the State of Haryana included

The State of Haryana has implemented the Drug and Vaccine Distribution Management
System (DVDMS) to ensure uninterrupted supply of medicines and reduce shortages. This
enablesreal-time trackingof stock availability, distribution, andexpiryacross health facilities
that ensures data-driven monitoring and timely replenishment. Support under the scheme is
available for Procurement of drugs and strengthening /setting up robust systems of
procurement, Quality Assurance, Supply chain management and warehousing, Prescription
audit, grievance redressal, dissemination of Standard Treatment Guidelines and
Establishment of IT enabled platform DVDMS (Drugs & Vaccine Distribution Management
