(b) if so, the steps taken by the Government to strengthen the healthcare infrastructure,

(a) to (d): Public Health is a state subeject. The National Health Mission (NHM) provides
support for improvement in health infrastructure, availability of adequate human resources in
health facilities, to improve availability and accessibility to quality health services for all
especially for the women in the country including Bihar. The Ministry of Health and Family
Welfare provides technical and financial support to the States/UTs to strengthen the public
healthcare system, based on the proposals received in the form of Programme
Implementation Plans (PIPs) under NHM. Government of India provides approval for the
proposals in the form of Record of Proceedings (RoPs) as per norms & available resources.

A total of 1.82 lakh Ayushman Arogya Mandirs (AAMs) have been established andoperationalized in the country, including 12,144 AAMs in Bihar, which deliver expanded
range of comprehensive primary healthcare services encompassing preventive, promotive,
palliative,rehabilitative, andcurative care.
The Pradhan Mantri Ayushman Bharat Health Infrastructure Mission (PM-ABHIM) with an
outlay of Rs.64,180 crore aims to provide support for infrastructure development for Sub-
Health Centres, Urban Health and Wellness Centres, Support for Block Public Health Units,
Integrated District Public Health Laboratories (IPHL) and Critical Care Hospital Blocks
(CCBs). Total amount of 3109.33 Cr. has been approved under PM-ABHIM for the State of
Bihar for FY2021-22 toFY2025-26..
The Fifteenth Finance Commission (FC-XV) has recommended grants through local
governments for specific components of the heath sector to the tune of Rs.70,051 crore and
the same have been accepted by the Union Government. These grants for health through
Local Governments will be spread over the five-yearperiod from FY2021-2022 toFY2025-
26 and will facilitate strengthening of health system at the grass-root level. Total amount of
Rs.6016.95 crore has been allocated under FC-XV health grant for the State of Bihar for FY
2021-22 toFY2025-26.
The Government of India is implementing several key nutrition interventions i.e. Anemia
Mukt Bharat, Nutrition Rehabilitation Centres, Mothers’ Absolute Affection, Lactation
Management Centres and Vitamin A Supplementation programme under the Reproductive
Maternal Newborn Child Adolescent Health Plus Nutrition (RMNCAH+N) strategy of the
NHM to address maternal and child malnutrition, across the country and also in Bihar
includingAurangabadLokSabhaConstituency. Further, Government has also set up Mission
Poshan 2.0 Abhiyaan, which has one of the aim to prevent and reduce prevalence of anaemia
amongPregnantWomen andLactatingMothers.
Under NHM, the performance of various health programmes is regularly assessed, through
review meetings, mid term reviews of key deliverables, field visits of senior officials,
promoting performance by setting up benchmarks for service delivery & rewarding
achievements etc. Common Review Missions (CRM) are conducted annually to assess and
monitor the progress and implementation status of various schemes including the state of
Bihar.
