GOVERNMENTOFINDIA MINISTRYOFHEALTH AND FAMILYWELFARE DEPARTMENTOFHEALTH AND FAMILYWELFARE LOK SABHA UNSTARREDQUESTION NO. 2277 TO BE ANSWERED ON31.07.2026 STRENGTHENING OFHEALTHCARE FACILITIES IN NORTHERN KERALA 2277.SHRIRAJMOHAN UNNITHAN: Will the Ministerof HEALTH AND FAMILYWELFAREbe pleasedtostate: (a) whether the Government has assessed the availability of specialist doctors, ICU beds and diagnostic facilities inGovernment hospitals of northernKerala,if so, the detailsthereof; (b) the details of Central assistance released for strengthening district hospitals and medical collegesinKerala during the last three years; (c) whether any proposal has been received by the Union Government for upgrading healthcarefacilities inKasaragod district of the said State; and (d) if so, the actiontakenthereon? ANSWER THE MINISTER OFSTATE IN THE MINISTRYOFHEALTH AND FAMILYWELFARE (SHRIPRATAPRAO JADHAV) (a)to(d): Health is a State subject. The primary responsibility of strengthening public healthcare system, including upgrading healthcare facilities lies with the respective State/UT Governments. The Ministry of Health and Family Welfare provides technical and financial support to the States/UTs, including Kerala, to strengthen the public healthcare system in rural areas based on the proposals received in the form of Programme Implementation Plans (PIPs) under National Health Mission. Government of India provides approval for the proposal in the form of Record of Proceedings (RoPs) as per norms & available resources. With a view to upgrading and strengthening existing Government Medical College, this ministry administers Centrally Sponsored Scheme namely Strengthening and up- gradation of Govt. Medical Colleges for Increase of PG seats, under the scheme for the state of Kerala, 193PG seats with cost of Rs. 68.26 cr. has beenapproved. The central share is Rs. 45.25andanamountof Rs. 43.9 cr.hasbeenreleased till date. *****
