emergency care, specialist availability, diagnostics, maternal-child health and palliative care
(especially cancer screening) in Kandhamal and Boudh districts of Odisha, if so, the details
andthe keyfindingsthereof;
(b) whether the State Government of Odisha has submitted proposals for establishing new
Trauma Care Units, CSSD facilities, Advanced Diagnostic Centres and Critical Care Blocks
inthese underserved districts, if so, the current status of such proposals;
(c) the expected timeline for approval and sanction of these projects under Pradhan Mantri
Ayushman Bharat Health Infrastructure Mission (PM-ABHIM), the Emergency Care

(a)to(c): Under the National Health Mission, the Ministry of Health and Family
Welfare provides technical and financial support to the States/UTs to strengthen the public
healthcare system in rural areas based on the proposals received in the form of Programme
Implementation Plans (PIPs) under National Health Mission. Government of India provides
financial approval for the proposal inthe form of Recordof Proceedings(RoPs) asper norms
& available resources. Proposals under NHM are received in the form of PIPs and approvals

measured against the pre-defined targets.
The Ministry of HealthandFamily Welfarehas launchedan open-source toolkit anda
dashboard under Indian Public Health Standards. The IPHS Dashboard is a cutting-edge
digital platform designed to monitor public health facilities' compliance with the IPHS 2022
standards. These tools help states identify gaps and receive targeted support to achieve the
requiredstandards.
The Output–Outcome Monitoring Framework (OOMF) systematically reviews and
monitors key health indicators in alignment with the National Health Mission (NHM) and
NITI Aayog’smandate.
Common Review Missions (CRM) are also conducted annually to assess and monitor the
progress and implementationstatus underthe scheme. The keystrategiesandpriority areasof
CRM is to analyze challenges with respect to strengthening health systems, identify trends in
progress of key indicators, evaluate the readiness of the state to undertake implementation of

Pradhan Mantri Swasthya Suraksha Yojna (PMSSY): The scheme aims to correct
regional imbalances in the availability of affordable tertiary healthcare services and to
strengthen facilities for quality medical education across the country. In Odisha, three
Government Medical Colleges/Institutions have beentakenup for upgradationunderPMSSY,
namely MKCG Medical College, Berhampur, VSS Medical College, Burla, and Government
Medical College,Cuttack,allapprovedforestablishment ofSuperSpecialityBlocks.
Under Centrally Sponsored Scheme for ‘Establishment of new Medical Colleges attached
with existing district/referral hospitals’, a total of 157 Medical Colleges have been
