(a)and (b): Public Healthandhospital beinga state subject, the primaryresponsibility for planning,
implementing, maintaining and to set up adequate number of healthcare facilities as per requirement
is of that State Government. Various initiatives have been taken by Government of India over the
years to strengthen public health system and improve the health infrastructure, especiallyin rural and
underserved areasandimprovingprimary, secondary andtertiary healthcarefacilitiesasgivenbelow:
(i) National Health Mission : Under the National Health Mission, financial and technical support is
provided to States/UTs to strengthen their healthcare systems including the healthcare
infrastructure,based on proposals received from States/UTs in their Programme Implementation Plan
within their resource envelop. State-wise fund allocation for strengthening healthcare facilities over
the last three yearscan be accessed at the linkbelow:

(ii) Under PM-ABHIM, provision is made for the State of Tamil Nadu for construction/
strengthening of 708 Urban-Ayushman Arogya Mandir(AAM), 38 Integrated Public Health Lab
(IPHL) and 37Critical Care Blocks(CCBs) during the scheme period of FY2021-22 to2025-26 with
the totalfinancial out layof Rs. 1656.32Crores.
(iii) Under Fifteenth Finance Commission (FC-XV) for the State of Tamil Nadu, Rs.4249.42 Crore
has been approved for the five year period from FY 2021-22 to FY 2025-26 and Rs.3316.35 Cr. has
been released so far that also includes capital cost for establishment and strengthening of 842Building less SHCs, 258 Building less PHCs, 105 Building less CHCs, 386 Block Public Health
Units, and1207 Urban- AAMs.
(iv) Under ECRP-II, support is being provided for Pediatric Care Units, Pediatric Centre of
Excellence, Augmentation of additional beds by provision of Prefab Units, Augmentation of ICU
beds in public healthcare facilities, 50 & 100 bedded Field Hospitals, Referral Transport & Liquid
Medical Oxygen Plant with medical gas pipeline system. The State of Tamil Nadu, a total of Rs.
Rs.798.94 croresinthe FY2021-22 which hasbeenfullyutilized.
Efforts have been made to ensure connectivity, referral system, and increase access to the
public health system in rural and underserved areas by Teleconsultations, Mobile Medical Units
(MMUs), National AmbulancesServicesetc.
(c): As perthe informationprovided bythe StateGovernment of Tamil Nadu, AIIMS isestablished
at Madurai District, 19 Sub District Hospitals were upgraded to District Hospitals through the
National Health Mission funds (NHM). Additionally, 708 Urban Health and Wellness Centres have
been established across the State, supported by NHM and the 15th Finance Commission Grants for
Health.
(d) & (e): Health being a state subject, the gap assessment and the development of health
infrastructure are the primary responsibility of the State. However, the Ministry has undertaken
several measures toassess the gapsandstrengthen the public healthsystem across the country. Indian
Public Health Standards 2022 has been introduced to enhance health infrastructure and services in
public health facilities.Under thisTamil Nadu hasdone 100% assessment of healthcare facility using
ODK tool kit and dashboard to identify the gaps in critical care, diagnostics and human resources.
Further, periodic review meetings, Field Visits/ Integrated Monitoring Visits by Ministry & Common
ReviewMissions (CRM) are also helpinginassessing the gaps.
Further, 385 BPHU and 38 IPHL have been established to strengthen Diagnostic services 20
facilities have been updatedas specialized TAEI centres for strengthening Critical Care capacity. The
future road map for Tamil Nadu includes enhancement in Critical Care capacity managing cancer
care in mission mode emergency preparedness and infrastructure development through various
program toaddress the gapinprimary, secondary andemergency care.
