Will the Ministerof HEALTHANDFAMILYWELFAREbe pleasedtostate:
(a) the number of Ayushman Bharat Health and Wellness Centres (AB-HWCs)
operationalized across the nation and particularly in Telangana, and the range of services
offered, especiallyfor non-communicablediseases (NCDs) andmaternalhealth;
(b) the status of integration of telemedicine and digital health records at AB-HWCs in
Telangana underthe Ayushman Bharat Digital Mission (ABDM);
(c) whether the Ministry has assessed the impact of AB-HWCs on reducing out-of-pocket
expenditure andimprovingaccess intribal andremote areasof Telangana; and
(d) the steps taken to ensure adequate staffing, drug availability, and diagnostic facilities at
these centresinTelangana?

(a): As reported by States/UTs on Ayushman Arogya Mandir (AAM) portal, 1,82,944 AAMs
[erstwhile Ayushman Bharat Health and Wellness Centres (AB-HWCs)] have been
operationalized across the country, including 5,050 AAMs in Telangana, by strengthening
SubHealthCentres(SHCs) andPrimary HealthCentres(PHCs),ason 31.12.2025.
These AAMs incrementally provide 12 package of primaryhealth care services across urban,
rural and tribal dominated, encompassing Reproductive and child care services,
Communicablediseases,NonCommunicablediseases(NCD),PalliativeCareandelderlyCare,
Careforcommonmentaldisorders,neurologicalconditions(epilepsy,dementia)andsubstance
use disorders management (tobacco, alcohol, drugs), Oral health, ENT care, and Basic
emergencycare.
(b) The Government of India has integrated the national telemedicine platform eSanjeevani
withAyushman Bharat Digital Mission (ABDM).As informed by Government of Telangana,
27.72 lakh Ayushman Bharat Health Accounts (ABHA) have been created through theeSanjeevani platform. HealthFacility Registry (HFR)mapping of allfacilities have also been
takenupbythe State Government toensure seamless healthrecordlinkage.
(c): The recent evaluation of the AAM programme conducted by NITI Aayog highlights
several encouraging outcomes, including significant improvements in service delivery and
increasedcommunityfootfallbecause of wideraccesstoComprehensivePrimaryHealthCare
services especially in tribal & remote areas including Telangana. These gains have been
primarily driven by strengthened NCD management, enhanced general OPD services and
availabilityoffreemedicines&diagnosticsclosertothe homesofpeople.These interventions
have collectively contributed to a gradual reduction in out-of-pocket expenditure for
healthcare.
(d): Public Health’ & ‘Hospitals’ are State subjects. The primary responsibility of the
availability of doctors, nurses and Paramedical staff in various public health facilities in the
country lies with the respective State Governments. The Ministry of Health and Family
Welfareprovidestechnicalandfinancialsupporttothe States/UTstostrengthenthe healthcare
facilities including the State of Telangana based on the proposals received in the form of
Programme Implementation Plans (PIPs) under National Health Mission. Government of
India provides approval for the proposal in the form of Record of Proceedings (RoPs) as per
norms& availableresources.
For SHC-AAM, operational guidelines for AAMs provide for, Community Health Officer
(CHO), Auxiliary Nurse Midwife (ANM) andMultipurpose worker -Male alongwith ASHAs
in the catchment area. For PHC-AAM, the norms provide for Medical Officer, staff nurses,
pharmacist, Health Assistants and Lab technician. As informed by the Government of
Telangana, vacanciesinAAMs are filledonanongoingbasis asandwhen theyarise.
To complement the expanded package of services at AAMs, under Free Drugs and Free
Diagnostics Service Initiative, the essential list of drugs & diagnostics has been expanded to
make available172 drugs & 63diagnostics at PHC-AAMs and106drugs & 14diagnostics at
SHC-AAMs inthe countryincludingTelangana.
