STRENTHENING ENGINEERING CADRE OF THE ESIC
1533. SHRI CHANDRAKANT DAMODAR HANDORE:
Will the Minister of Labour and Employment be pleased to state:
(a) whether it is a fact that there are only five sanctioned posts for
Executive Engineer (Electrical) and the posts of Assistant
Executive Engineer (Electrical) are lying vacant and if so, the
reasons therefor;
(b) whether Government intends to upgrade the posts of Assistant
Executive Engineer (Electrical) to Executive Engineer (Electrical)
and if so, the timeline by when it would be done; and
(c) whether Government intends to encourage its officers from the
engineering cadre to apply for deputation in other departments
and if so, the details thereof and if not, the reasons therefor?
ANSWER
MINISTER OF STATE FOR LABOUR AND EMPLOYMENT

(a) to (c): The sanctioned strength of posts in the Electrical
engineering cadre of the Employees’ State Insurance Corporation
(ESIC) is determined based on functional requirements and periodic
cadre reviews. Vacancies in these posts arise from time to time due
to retirement, promotion, transfer, deputation and other
administrative reasons. The process of filling up vacant posts is
continuous and is carried out in accordance with the prescribed
Recruitment Regulations.
At present, the posts of Executive Engineer (Electrical)
and Assistant Executive Engineer (Electrical) are vacant due to non-
availability of eligible candidates. There is no proposal under
consideration for upgradation of the posts in the Electrical Engineer
cadre.
Deputations of ESIC officers to other departments is
considered on a case-to-case basis, in accordance with the extant
guidelines, subject to eligibility, availability of officers and functional
requirements of the Corporation.
