STUDENTS APPEARING FORNEET-UG AND PG
3377.SHRIANTOANTONY:
Will the Minister of HEALTHANDFAMILYWELFARE be pleased tostate:
(a) the number of students appearing for NEET-UG and NEET-PG separately, since 2015, year-
wise;
(b) the number of medical colleges and total number of MBBS seats since 2015, separately for
Government andprivate institutions, State/UT-wise andyear-wise;
(c)the numberof MBBS andpost graduate seats permillionpopulation,State/UT-wise;
(d) thevacancyposition offacultyinAIIMSandotherCentral Government medicalinstitutions,
Institution-wise andsocial-category-wise;
(e) whether the Government is aware of reports suggesting a shortage of faculties, delayed
stipend payments and other challenges faced by Government medical colleges in the country, if
so, the detailsthereofandthe actiontakenthereon;and
(f) the steps takenbythe Government toensure equitableexpansion of medicaleducation in
the country?

(a): The number of students who appeared in NEET-UG and NEET-PG examinations since
2019are attachedasAnnexure-I.
(b) & (c): The Government hasundertaken significant measures toexpandmedicaleducation
infrastructure across the country by increasing the number of medical colleges as well as
undergraduate (UG) and postgraduate (PG) medical seats. The number of Medical Colleges
have increasedfrom 387to 846; UG seats from 51,348to1,39,864 andPG seats from 31,185
to 86,360 from 2014 to as on date. The State/UT-wise details of medical colleges and MBBS
seats, including Government and private institutions, as on 30.07.2026 are attached as
Annexure-II.
(d) to(f): Filling upof vacant faculty posts is a continuous process and dependsupon variousfactors such as the availability of suitable andqualified candidates, reservation roster, and the
location-specific requirements of the Institutes. To facilitate timely recruitment of faculty in
AIIMS, the Government has, inter alia, constituted Standing Selection Committees (SSCs) in
each Institute for selection of faculty, provided for engagement of retired faculty on a
contractual basis up to the age of 70 years, and introduced the Visiting Faculty Scheme to
augmentteachingresources.
The National Medical Commission (NMC) has framed Medical Institutions (Qualification of
Faculty) Regulation, 2025 to address the shortage of faculty in Medical Institutions. Further,
Schedule IV of the Compulsory Rotatory Medical Internship (CRMI) Regulations provides
that interns shall be paid stipends as fixed by the appropriate authority applicable to the
concerned institution, University or State. In addition, the NMC, through its Public Notice
dated 12.03.2026, has reiterated the applicable regulatory provisions, penalty framework and
directions of the Hon'ble Court regarding payment of stipends, with instructions to all
Deans/Principals, State Medical Councils and Directorates of Medical Education (DMEs) to
ensure strict compliance.
The Government has implemented following schemes to ensure equitable expansion of
medicaleducation inthe country:
Centrally Sponsored Scheme for establishment of new medical college by upgrading
district/ referral hospital under which 139 new medical colleges are functional out of
157approvedmedicalcolleges.
Centrally Sponsored Scheme for strengthening/ upgradation of existing State
Government/Central Government Medical Collegestoincrease MBBS andPGseats.
Pradhan Mantri Swasthya Suraksha Yojana (PMSSY) scheme has a component
related to “Upgradation of Government Medical Colleges by construction of Super
Specialty Blocks/Trauma care centres, etc.” Out of 75 projects, 71 projects are
complete underthiscomponent. The other componentisfor setting upof newAIIMS,
underwhich 22 AIIMS have beenapproved.
