Sajda Ahmed: Will the Minister of AGRICULTURE AND FARMERS WELFARE कृ(cid:874)ष एव ं(cid:873)कसान क(cid:227)याण म(cid:287)ं ी be pleased to state: (a) the details of subsidies provided to farmers under various Central schemes during the last five years, year-wise and scheme-wise; (b) whether the Government has conducted any assessment of the impact of existing farmer subsidies on agricultural productivity and farmer income; (c) whether there is any proposal under consideration to reduce or restructure existing subsidies provided to farmers; (d) if so, the details thereof along with the reasons and expected impact on farmers, particularly small and marginal farmers; and (e) the details of the steps being taken by the Government to ensure continued financial support and welfare of farmers in case of any changes in subsidy structure? ANSWER MINISTER OF STATE FOR AGRICULTURE AND FARMERS WELFARE कृ(cid:874)ष एव ं (cid:873)कसान क(cid:227)याण रा(cid:207)य म(cid:287)ं ी (SHRI RAMNATH THAKUR) (a): Government of India is implementing a comprehensive range of Central Sector and Centrally Sponsored Schemes and programmes across all States/UTs, encompassing entire spectrum of agriculture, including credit, insurance, income support, infrastructure, crops (including horticulture), seeds, mechanization, marketing, organic and natural farming, farmer collectives, irrigation, extension, procurement of crops from farmers and digital agriculture. The list of schemes implemented by Department of Agriculture & Farmers’ Welfare (DA&FW) is placed at Annexure-I. Details of amount spent in last five years under various schemes being implemented by DA&FW is placed at Annexure II. (b): The Government periodically reviews and evaluates the implementation and outcomes of its schemes through monitoring mechanisms, third-party evaluation impact assessment studies and feedback from States/UTs and other stakeholders. Further, NITI Aayog has undertaken independent evaluation and comprehensive assessment of these Schemes to examine their relevance, effectiveness, efficiency, outcomes and implementation across States/UTs.The findings of the evaluation note that the agriculture sector’s impressive performance in foodgrains and horticulture highlights its centrality in driving nutritional security, rural incomes and employment generation. As per the Report, with increasing diversification, digital integration and supportive policy frameworks, the sector is evolving towards a more resilient, inclusive and market linked growth model. The wide spectrum of Centrally Sponsored and Central Sector Schemes implemented in recent years reflect a strategic shift towards holistic development combining productivity, sustainability and governance reforms. As a result of these sustained interventions, foodgrain production has increased from 265.05 million tons in 2013–14 to 376.56 million tons in 2025–26 (3rd Advance Estimate), while horticulture production has increased from 280.70 million tons in 2013–14 to 377.77 million tons in 2025–26 (2nd Advance Estimate). The National Sample Survey Office (NSSO), Ministry of Statistics and Programme Implementation, (MoSPI) conducted a Situation Assessment Survey (SAS) of Agricultural Households during NSS 77th round (January, 2019 – December, 2019) with reference to the agricultural year July, 2018- June, 2019 in the rural areas of the country. According to these surveys, the estimated average monthly income per agricultural household has increased from ₹6,426 in 2012-13 (NSS 70th round) to ₹10,218 in 2018-19 (NSS 77th round). As per NSSO Survey on Household Consumption Expenditure (2023-24), a comparison of the estimates of all-India average Monthly Per Capita Consumption Expenditure (MPCE) shows increase in household expenditure in both rural & urban areas as below: Sector Average MPCE (Rs.) over different periods 2011-12 NSS (68th round) 2023-24 Rural 1,430 4,122 Urban 2,630 6,996 (c) to (e): The Government from time to time reviews the financial allocation, design and implementation strategy of its schemes to improve efficiency, reach, coverage, effectiveness, transparency, convergence and ease of access to ensure continued financial support and welfare of farmers.ANNEXURE I List of schemes implemented by Department of Agriculture & Farmers Welfare (DA&FW) to support States/UTs. 1.
