Parliament Question: Supplementary funds for Punjab under NHM

GOVERNMENT OF INDIA MINISTRY OFHEALTH AND FAMILYWELFARE DEPARTMENT OF HEALTH AND FAMILYWELFARE RAJYASABHA STARRED QUESTION NO. 270* TO BE ANSWERED ON THE 17th MARCH, 2026 SUPPLEMENTARY FUNDS FOR PUNJAB UNDER NHM 270* SHRI SATNAM SINGH SANDHU: Will the MINISTER OF HEALTH AND FAMILY WELFARE be pleased to state: (a) the details of supplementary funds approved by the Union Government for Punjab under the National Health Mission (NHM) for the financial year 2025-26, including the total amount and major components; (b) the manner in which these funds are being utilised to strengthen nutrition support, disease elimination programmes and mental health services in the State; (c) the mechanisms in place to ensure timely release and effective utilisation of NHM funds; and (d) whether any specific targets have been set for improvements in key health outcomes (e, g. , TB elimination, maternal and child health) through this additional funding? ANSWER THE MINISTER OFHEALTH AND FAMILYWELFARE (SHRI JAGAT PRAKASH NADDA) (a) to (d) AStatement is laid on the Table of the House.STATEMENT REFERRED TO IN REPLY TO RAJYASABHA STARRED QUESTION NO. 270* FOR 17th MARCH, 2026 (a) to (d) Public Health is a State subject, hence, the primary responsibility of providing basic health services to all the citizens of the country lies with respective State/UT Government. With the objective of attainment of universal access to equitable, affordable and quality health care services, the Ministry of Health & Family Welfare is implementing National Health Mission (NHM). During the FY 2025-26, funds to the tune of Rs 572.66 crore have been released/ Mother sanction issued to the State of Punjab. The funds released under NHM are used for strengthening primary healthcare services by upgrading existing Sub-Health Centres and Primary Health Centres in rural and urban areas to deliver 12 package of basic healthcare services. These primarily healthcare services include Reproductive and Child Health services, Communicable Diseases, Non-Communicable Diseases (NCDs) (screening and management for NCDs such as Hypertension, Diabetes and 3 common cancers of Oral, Breast and Cervix) and expanded package of services for mental health, ENT, Ophthalmology, oral health, geriatric and palliative health care and trauma care etc. Further, the major initiatives taken by the Government to improve maternal and child health services includes Janani Suraksha Yojana, Pradhan Mantri Surakshit Matritva Abhiyan, STOP Diarrhoea campaign, Anemia Mukt Bharat, Rashtriya Bal Swasthya Karyakram, Universal Immunization Programme, UWIN, Mission Indradhanush. In order to prevent and control various Communicable Diseases various schemes are operated like National Vector Borne Diseases Control Programme, National TB Mukt Bharat Abhiyaan, National Leprosy Eradication Programme, National Viral Hepatitis Control Programme. Further, to prevent and control various Non-Communicable Diseases (NCDs), National Programme for Prevention and Control of Non-Communicable Diseases (NP-NCD) for prevention and control of Cancer, Diabetes, Cardiovascular Diseases and Stroke,National Tobacco Control Programme (NTCP), and National Mental Health Programme (NMHP), Tele MANAS etc. are in operation. Under NHM, various mechanisms exist to assess the implementation and progress such as:  Key deliverables are identified which are contained in the Record of Proceedings and are reviewed every year during the National Programme Coordination Committee meetings.  Further, Common Review Missions are conducted regularly in the States/UTs which looks at financial systems and physical implementation of the program.  Implementation of Public Financial Management System for monitoring and management of funds.  Release of subsequent instalments is done on the basis of compliance of DoE guidelines.  Financial Monitoring Reports (FMRs) are submitted by the States/UTs on monthly basis. Further, SNA SPARSH mechanism is implemented in 31 States/UTs under NHM. This facilitates just in time fund flow and promotes effective cash management. States/UTs submit their proposals through the annual Programme Implementation Plan (PIP), and based on the available resource envelope (RE), the Government of India grants approvals in the Record of Proceedings (ROP) including indicators and targets for the States.
