SUPPORT FOR ARTISTS
3527. SHRI GOVIND MAKTHAPPA KARJOL:
Will the Minister of CULTURE be pleased to state:
(a) the details of total number of artists supported by the Zonal Cultural Centres (ZCCs)
during the last five years, State/UT-wise and category-wise, including folk, tribal,
classical and contemporary artists;
(b) the details of the financial support, including honorarium, scholarships, grants and other
assistance provided to tribal artists, other artists, cultural institutions and art
organizations during the last five years, along with the number of beneficiaries benefited
under each scheme, year, scheme and State-wise;
(c) whether the Government maintains separate data on beneficiaries belonging to the
Scheduled Castes (SCs) and Scheduled Tribes (STs) under its various schemes for artists
and, if so, the details thereof, including the number of SC and ST beneficiaries, scheme
and State/UT-wise; and
(d) the details of steps taken by the Government to strengthen further financial support for
tribal artists, enhance their livelihood opportunities, and preserve, promote and revive
endangered folk, tribal and traditional art forms across the country?

(a) & (b) To protect, promote and preserve various forms of folk/ tribal art and culture
throughout the country, the Government of India has set up seven Zonal Cultural Centres
(ZCCs) with headquarters at Patiala, Nagpur, Udaipur, Prayagraj, Kolkata, Dimapur and
Thanjavur. These ZCCs organize various cultural activities and programmes on regular basis
for which they engage folk/ tribal artists including classical artists from their member States.
These artists are paid honorarium, TA/DA, local transportation, boarding & lodging etc. to
enable them to earn their livelihood. The State-wise number of artists supported by ZCCs
alongwith financial support (including honorarium) provided to them during the last five (05)
years are at Annexure-I.
Besides, Ministry of Culture administers various Central Sector Schemes in which
financial support, scholarships, grants and other assistance is provided to tribal artists, other
artists, cultural institutions and art organizations, the details of which are as under:
i. Financial Assistance for Promotion of Guru-Shishya Parampara (Repertory
Grant): The objective of this scheme component is to provide financial support for all
genres of performing arts activities like dramatic groups, theatre groups, music ensembles,
children theatre etc. and imparting training of artists by their respective Guru on regular
basis in line with Guru–Shishya Parampara. As per the scheme, support is provided to 1
Guru and maximum 18 Shishyas across all art forms.ii. Financial Assistance to Cultural organizations with National Presence: The
objective of the scheme component is to promote and support cultural organizations with
national presence involved in promotion of art and culture throughout the country. This
grant is given to such organisations that have a properly constituted managing body,
registered in India, having a pan-India character with national presence in its operation,
adequate working strength and have spent Rs. 1.00 crore or more during 3 of the last 5
years on cultural activities.
iii. Cultural Function & Production Grant (CFPG): The objective of this scheme
component is to provide financial support to NGOs/ Societies/ Trusts/ Universities etc. for
Seminars, Conference, Research, Workshops, Festivals, Exhibitions, Symposia,
Production of Dance, Drama-Theatre, Music etc.
iv. Financial Assistance for Veteran Artists: The objective of this Scheme is to
provide financial assistance maximum upto Rs. 6.000/- p.m. to the old artistes and
scholars aged 60 years above having annual income not exceeding Rs. 72,000/- who have
contributed significantly in their specialized fields of arts, letters etc. In the event of death
of the beneficiary, the financial assistance is transferred to his/her spouse.
v. Award of Scholarship to Young Artists in Different Cultural Fields: The
objective of the scheme is to give assistance to young artistes of outstanding promise for
advanced training within India in the field of Indian Classical Music, Indian Classical
Dance, Theatre, Mime, Visual art, Folk, Traditional and Indigenous Arts and Light
Classical Music. Maximum upto 400 scholars are selected in each batch year. The
scholarship is granted for 2 years and the scholarship is disbursed on six monthly basis
through DBT mode.
vi. Award of Senior/ Junior Fellowships to Outstanding Persons in the Fields of
Culture: The objective of the scheme is to provide the basic financial support either for
very advanced training or individual creative effort for revival of some of our traditional
forms of arts. The scheme is meant for awarding fellowships to outstanding persons in
various creative fields of culture. The scheme would also cover artistes in rural/ tribal
areas. The fellowships are awarded for undertaking research oriented projects. The
applicant should provide evidence of his/her capabilities in undertaking the project. The
fellowship is granted for 2 years and the grant is disbursed on six monthly basis through
DBT Mode.
vii. Tagore National Fellowship for Cultural Research Component (TNFCR): The
objective of the scheme component is to invigorate and revitalize the various institutions
under the Ministry of Culture and other identified cultural institutions in the country, by
encouraging scholars/ academicians to affiliate themselves with these institutions to work
on projects of mutual interest. Upto 15 Fellowships (Rs.80,000/- p.m. + Contingency
Allowance) and 25 Scholarships (Rs.50,000/- p.m. + Contingency Allowance) for a
maximum period of 2 Years. The Fellowship is released in four equal six monthly
instalments.
The State-wise details of number of beneficiaries and grant released/ funds disbursed
under the above schemes during the last five (05) years are at Annexure-II.
(c) No such separate data on beneficiaries belonging to the Scheduled Castes (SCs) and
Scheduled Tribes (STs) under various schemes for artists is maintained.
(d) All the ZCCs engage tribal artists and artisans with sustained livelihood opportunities
by facilitating their participation in Rashtriya Sanskriti Mahotsavs, Shilpgrams/ Kalagrams,
Rashtriya Shilp Mela, Octave, Bharat Parv, Hornbill festival, Tribal Art & Craft Festival, Adi
Bimb, Adi Sapta Pallav, Adi Lok Rang, Adiwasi Mahotsav etc. During these events, tribalartisans are provided platforms and exhibition stalls to display and sell their handicrafts,
handlooms and other traditional products directly to visitors, enabling them to generate
additional income through market access. Simultaneously, tribal performing artists are
provided opportunities to showcase their traditional art forms before diverse audiences at
regional and national levels, thereby enhancing their visibility, recognition and prospects for
future engagements. These initiatives not only strengthen the financial support available to
tribal artists and artisans but also promote the preservation of indigenous cultural traditions
while creating sustainable livelihood opportunities through wider public appreciation and
cultural tourism.
All the Zonal Cultural Centres (ZCCs), under the administrative control of Ministry
of Culture, have aptly discharged their responsibilities of preserving and propagating our folk
and tribal art forms - dance, music, art and performing arts, etc. The ZCCs have played a
pivotal role to preserve, document and disseminate the dynamics of our folk and tribal art
forms amongst the new generation of enthusiasts and practitioners.
Further, Research & Documentation Scheme supports the preservation and promotion
of fading visual and performing arts across disciplines like music, dance, theatre, literature
and fine arts. This initiative documents these traditions in both print and audio-visual
formats, with the selection of art forms done in consultation with State Cultural Departments.
These ZCCs are also involved in recording and documenting endangered folk/ tribal art
forms as well as printing books, reports and stories related to folklore and oral history.ANNEXURE-I
