GOVERNMENT OF INDIA MINISTRY OF TOURISM LOK SABHA UNSTARRED QUESTION NO.1220 ANSWERED ON 27.07.2026 SUSTAINABLE TOURISM AND CARRYING CAPACITY OF TOURIST DESTINATIONS 1220. SHRI RAMASAHAYAM RAGHURAM REDDY: SHRI MANISH TEWARI: Will the Minister of TOURISM be pleased to state: (a) whether the Government has assessed the impact of the rapid growth in domestic tourism on the carrying capacity of major tourist destinations, particularly hill stations, coastal regions, pilgrimage centres and eco-sensitive areas; (b) whether the Government has identified tourist destinations facing overcrowding, traffic congestion, waste generation, water scarcity, pollution and pressure on civic infrastructure and if so, the details thereof, State/UT-wise; (c) whether the Government has issued any sustainability guidelines for hotels, tourism operators and Meetings, Incentives, Conferences and Exhibitions (MICE) tourism activities and if so, the details thereof; (d) whether the Government proposes to formulate a national framework for sustainable tourism, including destination carrying capacity assessments, visitor management plans and promotion of lesser- known destinations; (e) the details of financial assistance provided for tourism infrastructure and civic amenities in high-footfall destinations, States/UT-wise during the last five years; and (f) the details of the steps taken to promote responsible tourism, improve coordination with States and local bodies, and ensure environmentally sustainable tourism development? ANSWER THE MINISTER OF TOURISM (SHRI GAJENDRA SINGH SHEKHAWAT) (a) & (b): The development, promotion, and assessment of tourist destinations including evaluating the environmental and socio-culturalimpacts of over-tourism, infrastructure stress, carrying capacity, waste accumulation, and water shortages-are primarily undertaken by the respective State Governments and Union Territory (UT) Administrations. The Ministry of Tourism actively encourages States/UTs to undertake carrying capacity assessments when submitting project proposals. To assist with this, the Ministry has circulated a Template for Destination Master Plan to State Governments, which includes specific guidance on assessing and managing the physical carrying capacity of destinations based on visitor numbers and natural limiting factors like heavy rainfall or snowfall. (c): The Ministry of Tourism under its voluntary scheme of classification, classifies hotels into 1-STAR to 5-STAR. The Guidelines for this classification mandates Eco-friendly Practices viz. (i) Sewage Treatment Plant (ii) rain water harvesting (iii) waste management (iv) pollution control method for air, water and light (v) Introduction of non-CFC equipment for refrigeration and air conditioning and other Eco-friendly measures and initiatives. To position India as a leading global MICE destination, the Ministry of Tourism has developed a National Strategy and Roadmap for the MICE industry which was circulated to all States/ UTs. The Ministry has also formulated Model Guidelines in 2024 for setting up City MICE Promotion Bureau (CMPB) as a single point of contact for facilitating MICE events and circulated to States / UTs for reference and adoption with suitable modifications. States have been requested to strengthen the MICE ecosystem and related services and to collaborate with the stakeholders to attract more domestic and international meetings. A digital MICE catalogue highlighting MICE facilities at major destinations has also been prepared in 2025 by the Ministry. (d): The Ministry has formulated National Strategy for Sustainable Tourism and circulated to all States/UTs for necessary action. In line with the strategy, Travel for LiFE programme has been initiated to promote sustainable tourism in the country and to encourage tourists and tourism businesses to adopt sustainable tourism practices. The Ministry actively promotes lesser-known destinations through the "Dekho Apna Desh" initiative. This involves creating awareness about unexplored sites via webinars, social media promotions, digital booklets, and regional marketing campaigns.(e): The primary responsibility for developing tourism destinations and products rests with State Governments and Union Territory Administrations. The Ministry of Tourism complements these regional efforts by providing vital financial assistance through flagship schemes like Swadesh Darshan (focusing destination-centric and lesser-known spots), Pilgrimage Rejuvenation and Spiritual Heritage Augmentation Drive (PRASHAD) and Challenge Based Destination Development (CBDD). These combined efforts aim to enrich the overall visitor experience by upgrading core tourism infrastructure, safety, sanitation, connectivity, and wayside amenities. The details of projects sanctioned in the country under Swadesh Darshan, Swadesh Darshan 2.0 (SD2.0), CBDD, PRASHAD and SASCI schemes is in Annexure. (f): The Government has taken several measures to promote responsible and sustainable tourism. A National Board for Sustainable Tourism, under the Chairpersonship of the Secretary (Tourism), has been constituted to ensure coordinated implementation of sustainable tourism initiatives with the participation of Central Ministries, States/UTs and industry stakeholders. The Travel for LiFE (TFL) Programme, launched under Mission LiFE, promotes environmentally responsible behaviour among tourists and tourism businesses. Further, Swadesh Darshan 2.0 adopts a destination-centric approach for integrated, sustainable and responsible development of tourist destinations in partnership with States/UTs and local bodies.
