Shri Shreyas M Patel: Will the Minister of YOUTH AFFAIRS AND SPORTS be pleased to state: (a) whether the Government has received any proposal from the Government of Karnataka or the Sports Authority concerned for the establishment of a synthetic hockey turf at the District Stadium in Hassan, Karnataka; (b) if so, the details thereof, including the present status of the proposal, estimated cost, source of funding and expected timeline for sanction and completion; (c) whether the Government has assessed the availability of hockey infrastructure in Hassan district and the need for a said turf to promote the sport among rural and urban youth; (d) whether the Government proposes to provide financial assistance under the Khelo India Scheme (KIS) or any other Central scheme for the construction of a said turf and related sports infrastructure at the said district; and (e) if so, the details thereof and if not, the reasons therefor and the criteria adopted for sanctioning synthetic hockey turfs under Central Government schemes? ANSWER THE MINISTER OF YOUTH AFFAIRS & SPORTS [ DR. MANSUKH MANDAVIYA ] (a) No such proposal has been received in this Ministry. (b) Does not arise. Page 1 of 2(c) to (e) ‘Sports’ being a State subject, the responsibility for development of sports, including assessment of the requirement for sports infrastructure and development and strengthening of sports facilities, rests primarily with the respective State/Union Territory Governments. The Union Government supplements these efforts by bridging critical gaps. No such assessment by the State Government regarding availability of hockey infrastructure in Hassan district is received in the Ministry. The Khelo India Scheme and National Sports Development Fund (NSDF), implemented by this Ministry, under which financial assistance for development of sports infrastructure is provided are demand-driven schemes. The proposals received from the State/ Union Territory Governments and other eligible entities are considered for financial support, subject to their completeness, technical feasibility and availability of funds under the scheme. The details of the sports infrastructure projects approved and their sanctioned cost, funds released and their physical and financial progress, under the Khelo India Scheme and National Sports Development Funds (NSDF), across the country, including in State of Karnataka, are available in public domain on the dashboards of the Ministry at https://mdsd.kheloindia.gov.in and http://www.nsdf.yas.gov.in/nsdf-glance.html, respectively. ***** Page 2 of 2
