Talent Identification and Training under Khelo India
1373. Shri Amarsing Tisso:
Will the Minister of YOUTH AFFAIRS AND SPORTS be pleased to state:
(a) the number of athletes from Karbi Anglong and Dima Hasao selected
under Khelo India during the last five years and the current year;
(b) the details of scholarships, training and other financial assistance
provided to such athletes during the said period;
(c) whether the Government proposes to establish any extension of
centre of the Sports Authority of India (SAI) in Karbi Anglong and Dima
Hasao; and
(d) the steps taken by the Government to improve sports infrastructure
in the Sixth Schedule areas of Assam, particularly in Karbi Anglong and
Dima Hasao?

(a) The number of Khelo India Athletes supported under Khelo India
Scheme from the State of Assam during the last five years and the
current year are as under:

Currently, 68 athletes from Karbi Anglong and 77 athletes from Dima
Hasao in the Khelo India Centres are being supported under Khelo India
Scheme.
(b) Under the Khelo India Scheme, financial support of ₹6.28 lakh per
annum including a monthly Out-of-Pocket Allowance (OPA) of ₹10,000 is
provided directly to the athlete to manage personal and incidental
expenses. The remaining portion of the annual support covers high-
quality coaching, specialized diet, lodging, sports equipment, medical
insurance, kitting and sports science support.
(c) No such proposal is under consideration in this Ministry.
(d) ‘Sports’ being a State subject, the responsibility for development of
sports, including improvement of sports infrastructure, rests primarily
with the respective State/Union Territory Governments. The Union
Government supplements these efforts by bridging the critical gaps.
However, under the “Creation and upgradation of sports infrastructure”
component of the Khelo India Scheme, this Ministry renders financial
support for creation of basic sports infrastructure such as sports
stadiums, synthetic athletic tracks, synthetic hockey fields, synthetic
turf football grounds, multipurpose halls, swimming pools, etc. which
also covers establishment of sports stadiums or sports complexes with
modern facilities in rural areas. Further, under National Sports
Development Funds (NSDF), Government supports various institutions
and individuals for creation and upgradation of sports facilities across
the country. The details of the sports infrastructure sanctioned under
Khelo India Scheme and NSDF, across the country, including in the State
of Assam, are available in public domain on the dashboards of the
