TARGET OLYMPIC PODIUM SCHEME
1588. SHRI SANJAY KUMAR JHA:
Will the Minister of YOUTH AFFAIRS AND SPORTS be pleased to state:
(a) whether it is a fact that Target Olympic Podium Scheme (TOPS) aims to provide assistance to
India’s top athletes so that they could win medals at the Olympics and includes preparation
assistance for summer games for both able-bodies and paralympians;
(b) whether the programme also offers any assistance for winter games for both able-bodied and
paralympians; and
(c) if so, the types of assistance offered and if not, whether the Ministry would consider including
winter Olympics in TOPS?

(a) to (c) Yes, Sir. The Target Olympic Podium Scheme (TOPS) is an athlete-centric programme
intended to strengthen India’s medal prospects at the Olympic and Paralympic Games. The
Scheme provides targeted support to able-bodied athletes and Para-athletes preparing for the
Summer Games, covering training, coaching, international exposure, sports science, medical
support, equipment, and competition-related needs.
The inclusion of additional events or disciplines under the Scheme is a continuous and dynamic
process and is considered based on prescribed criteria and availability of resources. At present,
TOPS is implemented for disciplines included in the Summer Olympic and Paralympic Games,
and does not have a dedicated component for Winter Olympics.
