WILSON Will the Minister of CIVIL AVIATION be pleased to state:- (a) the targets set under National Monetisation Pipeline (NMP) 2.0, including details of airports identified for monetisation/leasing and the rationale therefor; (b) the airport-wise details of development works undertaken in the State of Tamil Nadu, including Chennai airport aerobridge capacity, budget allocated, expenditure incurred, timelines and reasons for delay, if any; and (c) the details of inaugurated airports under the UDAN scheme that have suspended operations due to low demand or financial unviability, State-wise and the details of budget allocated, cumulative losses incurred and justification for their establishment? ANSWER Minister of CIVIL AVIATION (Shri Kinjarapu Rammohan Naidu) (a) to (c): A statement is laid on the table of the House. ******STATEMENT REFERRED TO IN REPLY TO PARTS (A) to (C) OF RAJYA SABHA STARRED QUESTION NO. 246* FOR REPLY ON 16.03.2026 REGARDING "TARGET SET UNDER NATIONAL MONETISATION PIPELINE 2.0" ASKED BY SHRI P. WILSON (a): Under NMP 2.0 (FY26-FY30), monetisation target of Rs. 27,500 crore has been set for Civil Aviation sector. This includes monetization of 26 airports of Airports Authority of India (AAI) namely, Amritsar, Bhubaneswar, Raipur, Trichy, Varanasi, Kushinagar, Kangra, Gaya, Aurangabad, Hubli, Tirupati, Agartala, Bhopal, Calicut, Coimbatore, Dehradun, Imphal, Indore, Madurai, Patna, Rajahmundry, Ranchi, Surat, Udaipur, Vadodara and Vijayawada, expected to contribute Rs. 14,950 crore to the monetisation target. Additionally, Rs. 12,550 crore is targeted from divestment of AAI's holdings in one of its subsidiaries and four Joint Venture (JV) airports. The monetisation proceeds would accrue to AAI for reinvesting into creation of more assets and new airport projects. (b): The airport-wise details of development works undertaken in the State of Tamil Nadu is enclosed as Annexure. Further, under RCS-UDAN, four airports at Salem, Vellore, Neyveli and Thanjavur have been identified for development and operation of flights. An allocation of Rs. 134.39 crore has been made, out of which Rs. 115.69 crore has already been incurred. Salem Airport was developed and operationalised on 25.03.2018. Physical development works at Vellore and Neyveli airports have been completed. Meanwhile, works relating to establishment of a civil enclave at Thanjavur airport is being undertaken by AAI. The timeline for completion of the airport projects depends upon several factors such as land acquisition, availability of mandatory clearances including environmental clearances, financial closure etc. (c): No such airport has suspended operations due to low demand or financial unviability. However, operations at some airports have been suspended due to the shortage/non- availability of aircraft with airlines, runway works, weather related challenges etc. The policy rationale for establishing and reviving these airports is based on the objectives of the UDAN scheme, which aim to enhance regional air connectivity and make air travel affordable for common citizens, particularly in Tier-II and Tier-III cities and remote regions by utilising existing infrastructure such as underutilised airstrips and defence or State-owned airfields by upgrading them for civil aviation operations.Annexure Statement referred in part (b) of reply to Rajya Sabha Starred Question No. 246 for answer on 16.03.2026 Details of Development works at Airports in Tamil Nadu Sl.No. Airport Expenditur Details of work carried out e 1 Trichy 1,162.9 Cr Construction of a new terminal building and surface car parking and associated works has been completed. 2 Tuticorin 318.16Cr Construction of a new domestic terminal building with three aerobridges, ATC Tower-cum-Technical Block, Category-7 fire station and associated works Extension of runway including blast pad, RESA, taxiway, apron, GSE area, isolation bay, and other associated works 3 Coimbatore 63.31Cr Construction of an additional apron and Runway resurfacing is completed 4. Chennai 1,640.87Cr Modernization of Chennai Airport Phase-II, Part-1 (Terminal 2) is completed Development of city-side traffic flow management with plaza, pick-up lanes, and ancillary facilities at Chennai Airport. Reconstruction and strengthening of Taxi Tracks with link taxi, part runway resurfacing has been completed Construction of MLCP at Chennai Airport. 5 Madurai 98.84Cr Construction of the new ATC cum Technical block is completed. *****
