Will the Ministerof HEALTH AND FAMILYWELFAREbe pleasedtoState:
a) The details of funds allocated, released and utilised under the Tertiary Care
programme during the last five years, State/UT-wise. component-wise andyear-wise
b) the details of number and location of healthcare facilities supported or established
under each component of the Tertiary Care Programme -Tobacco Control, Drug De-
addiction Control, National Mental Health Programme, Trauma Care, Cancer and
NCD Control, Elderly Health Care, Blindness Control, and Telemedicine in the
country, State/UT-wise particularyinAndhra Pradesh;
c) the current operational status of these facilities including the number of facilities that
are non-functional,underunutilisedor delayed-State/UT-wise;
d) the details of vacancies in medical, paramedical and technical posts sanctioned under
the Programme, State/UT-wise; and
e) whether any proposals from State Governments, especially Andhra Pradesh for new
facilities, additional funding or expansion under these schemes are pending and if so,
the detailsthereof?

(a) to (e) The details of funds allocated, released and utilized, etc. and the location of health
care facilities supported/established under seven schemes of tertiary care programme of
Ministry of Health & Family Welfare are annexed as Annexure-A. Under Tertiary care
Programme, no regular posts of Paramedical and technical posts have been sanctioned.
Although some proposals have been received from State Governments for funding under the
Tertiary Care programme, no new project is being considered for inclusion in the existing
Scheme of this Ministry.This is because the Scheme is approved for continuation upto
31.03.2026 with the mandate to complete already approved projects and no committed
liabilitybeyondthe financialoutlayisbeingcreated.Annexure-A

(ii) Under the tertiary care component of NMHP, under Manpower Development
Scheme-A, 25 Centres of Excellence have been sanctioned to increase the intake of
students in PG departments in mental health specialities as well as to provide tertiary
level treatment facilities. Further, the Government hasalso supported 19Government
medical colleges/institutions to strengthen 47 PG Departments in mental health
specialties under Manpower Development Scheme-B. The list of institutes supported

(iii) The number of Mental Health OPD services including teleconsultations
provided by COE's / Dept. of Psychiatry under NMHP in the FY 2024-25 are
