Parliament Question: The status of health services in Bihar

DHARMSHILA GUPTA: Will the Minister of HEALTH AND FAMILY WELFARE be pleased to state: (a) whether Government has carried out a review of the progress of health services under the Ayushman Bharat–Pradhan Mantri Jan Arogya Yojana (AB-PMJAY), National Health Mission (NHM), Maternal and Child Health Program, and immunization schemes in the State of Bihar, if so, the details of approved, completed and pending projects, district-wise; (b) the amount of central assistance allocated, released and spent in the State of Bihar under the above-mentioned schemes during the last three years and the current year; and (c) the future plans to address maternal mortality, infant mortality, malnutrition, communicable diseases and emerging health challenges in a densely populated State of Bihar? ANSWER THE MINISTER OF STATE IN THE MINISTRY OF HEALTH AND FAMILY WELFARE (SHRI PRATAPRAO JADHAV) (a): Ayushman Bharat - Pradhan Mantri Jan Arogya Yojana (AB-PMJAY) is a flagship scheme of the Government which provides health coverage of Rs. 5 lakh per family per year for secondary and tertiary care hospitalization. In the state of Bihar, a total of 1.21 crore families are eligible under the scheme. As on 31.12.2025, a total 4.10 crore Ayushman cards have been created in the state of Bihar. District-wise progress of Ayushman cards creation can be accessed at https://dashboard.nha.gov.in/public/card. As on 31.12.2025, a total of 28.11 lakh hospital admission amounting to Rs. 4023.60 crore have been authorized in the State of Bihar under AB-PMJAY. Under National Health Mission (NHM), Common Review Missions are conducted annually to assess and monitor the progress and implementation status of various schemes. Government of India has taken following steps for review the effective implementation and strengthening of health services across all States and UTs, including Bihar- i. Regular supportive supervisory visits to the states and districts to monitor the implementation of schemes.ii. Use of Health Management Information System, Reproductive and Child Health portal and Pradhan Mantri Surakshit Matritva Abhiyan portal to report, review and monitor the key maternal health indicators. iii. Communication through multiple channels with State Governments including letters and video conferencing. The expenditure towards Maternal Health, Child Health and Immunisation in the State of Bihar from FY 2022-23 to FY 2024-25 are as under: Rupees (in crore) Financial Year Maternal Health Child Health Immunisation 2022-23 520.66 87.31 133.98 2023-24 546.06 93.40 106.31 2024-25 454.34 111.42 144.94 (c): Government of India has undertaken various initiatives/measures under the NHM to improve the key health indicators including Maternal Mortality Ratio across the country including in the state of Bihar through various schemes such as Janani Suraksha Yojana, Janani Shishu Suraksha Karyakram, Pradhan Mantri Surakshit Matritva Abhiyan, Surakshit Matritva Aashwasan and optimizing postnatal care. Besides, outreach camps are held to improve the health care services, nutrition and community mobilization as well as to track high-risk pregnancies. In addition, the National Viral Hepatitis Control Program aims to combat hepatitis and provides for free diagnostics and treatment to all eligible patients of Hepatitis B and C across the country including in the state of Bihar. *****
