(a) to(e) General Instruction onTransfer policyhas beenissued by the Department of Personal
and Training vide OM no. 1669289899529 dated 24.11.2022 to all the Ministry/Departments for
framing transfer policy by all cadres, posting transfer of husband and wife at the same station,
etc.
Further, in Central Government Health Scheme, inter-city transfer applications of CGHS staff
are considered by a duly constituted transfer committee, as per the standard operating procedure
(SoP)/Policy, wherein ‘Transfer on spouse ground is one of the aspects for consideration of such
applications. 29 cases of inter-city transfer on spouse ground under CGHS have been considered
and recommended during the year 2024-25. Under Central Health Services, it is as far as
possible, both the husband and wife are posted/transferred at the same station as per DoPT’s
guidelinesprovidedit isnot the same unit.
As per the all India Institute of Medical Sciences (AIIMS) Act, 1956, as amended by the AIIMS
Amendment Act, 2012 and Rules/Regulations framed thereunder, there is no provision for
transfer of an employeefrom one AIIMS toanother. ExecutiveDirector ofAIIMSGorakhpurhas
