Will the Minister of HEALTHANDFAMILYWELFARE be pleased tostate:
(a)whether the Government hasreceived representationsandserious complaintsfrom
candidateswho appearedinthe FMGE heldon28 June, 2026 regardingthe inclusion of video-
based questions for the first time, changes in the examination pattern without prior notice, an
extremelylengthyand difficultquestion paperresulting ina pass percentageof only12.40
percent,lackof transparency inevaluation,non-publicationof the answer keyandinadequate
facilitiesat examination centresduring the severe heatwave;
(b) if so, the detailsthereofalong with the actiontakenby the Government/National Board of
Examinations in Medical Sciences (NBEMS) to examine these grievances and conduct an
inquiry
intothese complaints;
(c)whether similar complaints have beenreceivedinthe last three years inFMGE or other
nationalmedical examinationsandif so, the detailsthereof;
(d) whether the Government isconsidering totake corrective measures, includingthe release
of the FMGE June 2026answer keytoensure fairness inthe examination,bringingmore
transparency intothe examination process andawarding 20bonusmarkstoprovide appropriate
reliefasdemandedby the affectedcandidates;and
(e)if so, the detailsthereof andif not,the reasons therefor?
ANSWER

(a) to (c): The Foreign Medical Graduate Examination (FMGE) is conducted by the National
Board of Examinations in Medical Sciences (NBEMS) in accordance with the provisions of
the ScreeningTest RegulationsforForeignMedical Graduates(FMGs) seeking provisional or
permanent registration with the National Medical Commission (NMC) or the respective State
Medical Councils (SMCs). The Syllabus for FMGE comprises Subjects/Knowledge Areas as
per the Competency based Undergraduate Curriculum published by NMC for the MBBSCourse.
As informedby NBEMS, video-based questions were includedin the official demotest made
available to candidates prior to the FMGE June 2026 examination to familiarize them with
the examinationinterface andpatternandhence,were notifiedin advance.
The pass rate in FMGE depends on multiple factors, including the quality of medical
education imparted, individual candidate's level of knowledge and performance in the
examination. The overall pass percentage in FMGE June 2026 is 12.78%. Amongst freshers
(those who have appearedfor the first time), the pass percentageismore than35%.
Moreover, NBEMS conducted audits of the examination centres prior to the conduct of the
FMGE June 2026 to ensure their preparedness and the availability of necessary facilities.
Adequate arrangements were made for candidates at all examination centres including the
provision of additional cooling arrangements such as coolers, wherever warranted by local
weather conditions. Adequate drinking water was also made available to candidates during
bothexaminationshifts at all examinationcentres.
(d) & (e): The FMGE examination is conducted through a structured question bank
containing a finite pool of validated questions. Clause 9.7 of the FMGE Information Bulletin
specifically provides that the examination is covered under a Non-Disclosure Agreement.
Disclosure of question papers may compromise the integrity, confidentiality and future
conductof the examination.
Further, FMGE is conducted strictly in accordance with the notified regulations and
prescribed qualifying criteria. Any changes relating to the eligibility criteria, syllabus or
regulatory framework governing FMGs are considered by the NMC from time to time in
accordancewith the statutory provisions andstakeholder requirements.
