TRANSPARENCY IN IMPLEMENTATION OF PM-KISAN

Will the Minister of Agriculture and Farmers Welfare be pleased to state:
(a) the amount disbursed to farmers under the Pradhan Mantri Kisan Samman Nidhi (PM-
KISAN) during the last three years, State-wise;
(b) the number of farmers who have been benefitted from the scheme, district-wise,
particularly in Madhya Pradesh;
(c) the details of farmers registered on PM-KISAN mobile application and receiving
benefits through it, State-wise; and
(d) the other steps taken by government to enhance transparency in the implementation of
the PM-KISAN and the details of the number of farmers benefitted from such steps?

(a) & (b): The PM-KISAN scheme is a central sector scheme launched in February 2019
by the Hon’ble Prime Minister to supplement the financial needs of farmers with cultivable
land-holding. Under the scheme, a financial benefit of ₹ 6,000/- per year is transferred in three
equal instalments, into the Aadhaar seeded bank accounts of farmers through Direct Benefit
Transfer (DBT) mode. Under the PM-KISAN Scheme, cultivable landholding is primary
eligibility criteria to receive benefit of the Scheme subject to certain exclusions relating to
higher economic status.
A farmer-centric digital infrastructure has ensured the benefits of the scheme reach all
the farmers across the country without involvement of any intermediaries. Maintaining absolute
transparency in registering and verifying beneficiaries, the Government of India has disbursed
over ₹ 4.09 lakh Cr. through 21 installments since inception of the Scheme.
The State-wise amount disbursed to farmers under the scheme during last three years is
attached as Annexure - I. The District-wise details of beneficiaries in Madhya Pradesh, who
received the benefit of scheme during the release of 21st instalment are at Annexure - II.
(c): The PM-KISAN Mobile Application is extensively used by beneficiaries of the PM-
KISAN scheme to avail various services such as e-KYC through facial authentication,
beneficiary registration, checking beneficiary status, updating basic details, etc. The number of
beneficiaries who have availed various services through the PM-KISAN Mobile Application
under the scheme is provided at Annexure–III.
(d): Under the PM-KISAN Scheme, States/UTs are mandated to identify and verify the
eligible beneficiaries under the scheme and upload the data of eligible farmers including land
records, linking of Aadhaar with their bank accounts and e-KYC for successful transfer of the
benefits. The registration of farmers and their verification under the Scheme is an ongoingprocess. The farmers can register themselves through PM-KISAN Portal, Mobile App and
Common Service Centers (CSCs). All such applications are approved by the concerned
States/UTs after due verification. Thereafter, benefit is processed immediately by the
Department and the same is released in the subsequent instalment.
To ensure transparency and efficient implementation, several technological measures
have been introduced, including integration with PFMS, UIDAI, and the Income Tax
Department. Further, Land seeding, Aadhaar-based payments, and e-KYC have been made
mandatory to ensure benefits reach only to the eligible farmers. The PM-KISAN database is
also cross-verified with the PDS ration card database and UIDAI records (including deactivated
Aadhaar due to death) for deduplication.
Further, to improve transparency and to ensure the prompt resolution of issues faced by
the farmers under the PM-KISAN scheme, a voice-based PM-KISAN AI Chatbot (Kisan e-
Mitra) was developed. This Chatbot provides quick, accurate, and clear responses to farmers'
queries round the clock in their native languages, making the system more accessible and user-
friendly. It is accessible on all platforms such as web, mobile, etc. The Kisan eMitra Chatbot
currently operates in 11 languages—English, Hindi, Odia, Tamil, Bengali, Malayalam,
Gujarati, Punjabi, Kannada, Telugu, and Marathi.
In order to expand coverage and to ensure that no eligible farmers are left out from the
Scheme, the Government of India time to time undertakes saturation drives in coordination with
the State Governments. A major nationwide saturation drive was undertaken from 15th
November 2023 under the Viksit Bharat Sankalp Yatra (VBSY), during which, more than 1.0
Cr. farmers were included under PM-KISAN. Further, under the new Government’s 100 days
initiative, over 25 lakh eligible farmers were added under the PM-KISAN scheme.
Additionally, a special drive was conducted in September 2024 to clear the pending self-
registration cases, which resulted in the addition of over 30 lakh new farmers.Annexure - I
