Willthe Minister of HEALTH AND FAMILYWELFAREbe pleasedtostate:
(a) whether the Government has reviewed the availability of cancer care and treatment facilities
for rare diseases innorthernKerala,if so,the detailsthereof;
(b) the details of financial assistance provided under the National Programmefor Prevention and
Control of Non-Communicable Diseases and the National Policy for Rare Diseases during the
last three years; and
(c) whether any proposal has been received for strengthening tertiary healthcare facilities in
Kasaragod district, if so the details thereofalongwith the actiontakenthereon?

(a): Public Health and Hospital are State subject. Under the National Health Mission (NHM),
technical and financial assistant provided to State/UTs. The performance of various health
programmes is regularly assessed through review meetings, mid-term reviews of key
deliverables, field visits by senior officials, benchmarking of service delivery and Common
ReviewMissions (CRMs).
Under the National Programme for Prevention and Control of Non-Communicable Diseases (NP
-NCD), the Department of Health & Family Welfare implements the Strengthening of Tertiary
Care Cancer Facilities Scheme to augment tertiary cancer care infrastructure across the country.
Under the Scheme, 19 State Cancer Institutes (SCIs) and 20 Tertiary Care Cancer Centres
(TCCCs) have been approved. In the State of Kerala, Regional Cancer Centre,
Thiruvananthapuram has been approved as a State Cancer Institute (SCI) and Government
Medical College,Kozhikode hasbeen approvedas a Tertiary Care Cancer Centre (TCCC). In the
State of Kerala, 28 Day Care Cancer Centres (DCCCs) are functional. These centres provide
chemotherapy and follow-up care closer to patients' places of residence, thereby improving
accesstocancertreatment.
Further, the National Policy for Rare Diseases (NPRD), 2021 facilitates financial and medical
assistance of up to ₹50 lakh per patient for treatment of identified rare diseases through the
designated Centres of Excellence (CoEs). In Kerala, Sree Avittom Thirunal (SAT) Hospital,
Government Medical College Campus, Thiruvananthapuram, is a designated Centre ofExcellence under NPRD. To strengthen referral pathways and create awareness regarding rare
diseases, SAT Hospital conducted three State-level sensitization workshops during 2026 at
Ernakulam, Thiruvananthapuram and Kozhikode, with participation of medical professionals
from seven Medical Colleges and the districts of Kottayam, Idukki, Thrissur, Kollam,
Pathanamthitta, Malappuram, Wayanad,Kannur andKasaragod.
(b): Under NP-NCD, funds are released to States/UTs under the National Health Mission based
on their Programme Implementation Plans (PIPs) for strengthening prevention, screening,
diagnosis and management of non-communicable diseases, including cancer. State/UT wise
details of StateProgramme ImplementationPlan (SPIP)Approvals for National Programme-Non
Communicable Diseases (NP-NCD) under NHM during the period of F.Y. 2023-24 to2025-26 is
attached at Annexure. Total financial assistance provided under the National Policy for Rare
Diseases during last three yearsisasunder:-

(c): As per the information available, no proposal is under consideration for strengthening
tertiary healthcare facilities in Kasaragod district under the "Strengthening of Tertiary Care
