Parliament Question: Trends in employment generation

GOVERNMENT OF INDIA MINISTRY OF LABOUR AND EMPLOYMENT RAJYA SABHA UNSTARRED QUESTION NO. 104 TO BE ANSWERED ON 29.01.2026 TRENDS IN EMPLOYMENT GENERATION 104. SHRI RAVI CHANDRA VADDIRAJU: Will the Minister of Labour and Employment be pleased to state: (a) the monthly enrolment data under EPFO, ESIC and NCS during the last three years; (b) the sector-wise trends observed in new employment generation; (c) the initiatives taken to expand coverage of gig and platform workers; and (d) the details of skilling and reskilling support provided to newly enrolled workers? ANSWER MINISTER OF STATE FOR LABOUR AND EMPLOYMENT (SUSHRI SHOBHA KARANDLAJE) (a): In respect of EPFO, the monthly enrolment data is at Annexure A. In respect of ESIC, Total number of new Employees (IPs) registered under ESIC during last three years (01.04.2022-31.03.2025) is as: FY 2022-23 = 2,18,99,201 FY 2023-24 = 2,21,49,793 FY 2024-25 = 2,25,87,895 Further, month-wise number of newly registered employees is attached as Annexure-B. In respect of NCS, the monthly enrolment data is at Annexure C. (b): In respect of EPFO, sector-wise trends in new employment generation are at Annexure D. Contd..2/-:: 2 :: In respect of ESIC, the sector-wise data in r/o the No. of employees registered year-wise is not available. However, names of the Sector witnessing highest increase in count of employers of FY 2024-25 as compared to 2023-24 are as under: • Electricity and Power • Motor Vehicles • Commercial Establishments • Hospitals, Nursing Homes etc. • Educational Institutions • Exclusive Labour Contractor/ Manpower Suppliers (c): The Code on Social Security 2020 has, for the first time, defined gig & platform workers and made provisions related to the same. A separate aggregator module has also been launched on e-Shram portal to facilitate registration of the platforms & platform workers engaged with them. The Code provides for framing a suitable social security scheme for gig workers and platform workers on matters relating to life and disability cover, accident insurance, health and maternity benefits, old age protection, etc. (d): Reskilling and Upskilling are important elements of Government's strategy to ensure that workers acquire necessary new skills. Individual competency based National Occupation Standards (NOS) have been developed allowing workers to upskill themselves through short duration courses. Under PMKVY, Recognition of Prior Learning (RPL) is an important component, which involves assessment and certification of prior learning (RPL) as well as offers opportunity for upskilling/
