SMT.APARAJITASARANGI: SHRICHAVDAVINOD LAKHAMSHI: SHRIRAMESH AWASTHI: SHRIJANARDAN MISHRA: SHRIPARIMALSUKLABAIDYA: SHRICHANDRAPRAKASH JOSH: Will the Minister of HEALTHANDFAMILYWELFARE be pleasedtostate: (a) the progress made so far in the implementation of the Universal Immunisation Programme (UIP) and the recent initiatives taken to introduce new vaccines in the country, State/UT-wise, including Assam; (b) the measures taken by the Government to improve immunisation in remote, tribal, tea garden and flood-prone areasof Assam; (c) the details of the key experiences gained from the management of the COVID-19 pandemic along with the steps taken bythe Government tostrengthen pandemic preparedness, disease surveillance and rapidresponse systems inthe country, includingAssam; (d) the measures taken by the Union Government for the capacity building of healthcare workers and strengthening of oxygeninfrastructure andcriticalcare facilitiesinthe country,includingAssam; and (e) whether digital health platforms and data analytics are being effectively used for disease surveillance, vaccination tracking and public health emergency response in the country and if so, the detailsthereof? ANSWER THE MINISTER OFHEALTH ANDFAMILYWELFARE (SHRIJAGATPRAKASH NADDA) (a) The FullImmunization coverage for the last 3yearsinthe countryandState/UTwise including Assam is given in Annexure 1. The Nationwide HPV vaccination campaign was launched on 28th February2026 for identifiedandeligible beneficiarygirlsaged 14yearsacross all36StatesandUnion Territories. The HPV vaccine is delivered free of cost at designated government health facilities, including Ayushman ArogyaMandirs- PrimaryHealthCentres(PHCs), CommunityHealthCenters(CHCs), Sub -District Hospitals (SDH)/District Hospitals (DHs) & Government Medical Colleges (GMCs). Awareness generation ispromotedthrough IEC materials such asradiojingles, posters, banners, myth- busting digital content and social media platforms to ensure high vaccine uptake among girls particularly inrural,tribal,and urbanslum areas. Training on HPVvaccination hasbeencompletedfor medicalandparamedicalstaffacrossall36States/UTsinthecountry. (b) As informed by the Government of Assam, Assam Government has taken special measures to reachthe undeserved and hard-to-reachareas (HRA); tea garden, flood prone area, hillyterrain aswell as urban slum population. Activity strengthened by hiring Vehicle, boat and ANM for improvingimmunization coverage.The Immunization services are also providedtopregnant women andchildren inriverine areasbyBoatClinics. (c) and (d) The Ministry of Health and family Welfare GoI, has strengthened pandemic preparedness , disease surveillance,rapidresponsesystems asgivenbelow:  Pradhan Mantri - Ayushman Bharat Health Infrastructure Mission (PM-ABHIM) launched in 2021 strengthens public health infrastructure at the primary and secondary levels of care; enhance capacity for disease surveillance, diagnostics, andresearch for emerging and re-emerging diseases; and develop a resilient health system capable of responding effectively to public health emergencies.  Integrated Disease Surveillance Programme (IDSP) strengthened for carrying out disease surveillance activities, has a decentralized system of response through trained multi-disciplinary RapidResponseTeams(RRTs).  Indian Council of Medical Research (ICMR) established a network of more than 160 Virus Research andDiagnostic Laboratories(VRDLs) forlaboratorybaseddiagnosisof pathogens.  The Integrated Training is a single, structured, and competency-driven framework for Medical Officers (MO), Staff Nurses (SN), Community Health Officers (CHO), Auxiliary Nurse Midwives (ANM)andASHAs(andASHAFacilitators).  Oxygen cylinders, oxygen concentrators & Liquid Medical Oxygen tanks supplied to the States/UTs, along with establishment of Pressure Swing Adsorption plants (PSA) plants and Medical GasPipelineSystemsinStates/UTs. (e) Digital health platforms effectively used for disease surveillence include Integrated Health InformationPlatform (IHIP),IntegratedDisease SurveillanceProgramme (IDSP),HealthManagement Information System (HMIS), Ayushman Arogya Mandir (AAM) Portal and National Program for Non Communicable Disease (NP-NCD)Portal.Theseportalsenable real-time datacollection,data analysis, data visualization and dissemination of epidemiological information to support early detection of outbreaks.
