Will the Ministerof HEALTH AND FAMILYWELFAREbe pleasedtostate:
(a) whether any action plan has been prepared by the Government for the upgradation of
Primary Health Centres and Community Health Centres in the State of Uttarakhand and the
Haridwar LokSabhaConstituency;
(b) if so, the detailsthereof;
(c) whether any target has been fixed for the said Government hospitals in view of the
increasing populationinthe State,if so, the detailsthereof; and
(d) the budgetary amount allocated and spent for the upgradation of PHCs and CHCs in the
above-mentionedState andConstituency during the last three years?
ANSWER

(a) to (d): ‘Public Health’ & ‘Hospitals’ are State subjects, hence, the primary responsibility
of providing basic healthcare services to all the citizens of the country lies with respective
State/UTGovernment.
The National Health Mission (NHM) provides support for improvement in health
infrastructure, availability of adequate human resources in health facilities, to improve
availability and accessibility to quality health services in the country including Uttarakhand
and the Haridwar Lok Sabha Constituency. The Ministry of Health and Family Welfare
provides technical and financial support to the States/UTs to strengthen the public healthcare
system, based on the proposals received in the form of Programme Implementation Plans
(PIPs) under NHM. Government of India provides approval for the proposals in the form of
Recordof Proceedings (RoPs) aspernorms & availableresources. The detailsof RoPsissued

As per established norms, in rural areas, a Primary Health Centre (PHC) for a population of
30,000(in plains) and20,000(in hillyandtribal areas) and CommunityHealth Centre (CHC)
for a population of 1,20,000 (in plain) and 80,000 (in hilly and tribal area) is suggested.Further, for urban areas, one Urban-Primary Health Centre (U-PHC) for a urban population
of 30,000 to 50,000, One Urban-Community Health Centre (U-CHC) for every 2.5 lakh
population in non-metro cities (above 5 lakh population) and one U-CHC for every 5 lakh
populationinthe metro cities.
A total of 1.83 lakh Ayushman Arogya Mandirs (AAMs) [erstwhileAyushmanBharat Health
and Wellness Centres (AB-HWCs)] have been operationalized by strengthening Sub-health
Centres and PHCs in the country, including 2,358 AAMs in Uttarakhand, which deliver
expanded range of comprehensive primary healthcare services encompassing preventive,
promotive,palliative, rehabilitative,andcurative care.
As informed by State, PHC, Jhabreda and PHC, Balawala have been upgraded to CHCs and
CHC, Doiwala has been upgraded to Sub-District Hospital (SDH) in Haridwar Lok Sabha
Constituency.
The Fifteenth Finance Commission (FC-XV) has recommended grants through local
governments for specific components of the heath sector to the tune of Rs.70,051 crore and
the same have been accepted bythe Union Government. Total amountof Rs.797.09 crore has
been allocated under FC-XV health grant for the State of Uttarakhand for FY2021-22 to FY
2025-26.
