Will the Minister of HEALTHANDFAMILYWELFAREbe pleasedtostate:
(a) whether the Government proposes to upgrade the Community Health Centre (CHC) at
Kadmat Island, Lakshadweep, by establishing speciality healthcare facilities under the Public-
PrivatePartnership (PPP)toimprove healthcareservices for the island'sresidents;
(b) whether any feasibility study or proposal has been undertaken by the Government in this
regardandif so, the detailsthereof;
(c)if so, the detailsthereof;
(d) whether the Government proposes to provide specialist services such as general medicine,
gynaecology, paediatrics, surgery, diagnostics and telemedicine under the proposed PPP model;
and
(e)the timeline fixed for the implementation of the proposed upgradation along with the amount
of funds earmarkedfor the project, if any?
ANSWER

(a)to(e): Health being a state subject, the primary responsibility to strengthen healthcare
facilities in the States/UTs lies with the respective States/UTs. Under the National Health
Mission (NHM), the Government of India providesneed based technical and financial support to
the States/UTs, including the Union Territory of Lakshadweep, based on the proposals made by
the States/UTs in their Programme Implementation Plans (PIP) within the overall resource
envelopdulyapprovedbythe National ProgrammeCoordinationCommittee (NPCC).
The U.T. Administration of Lakshadweep has not submitted any proposal to upgrade the
Community Health Centre (CHC) at Kadmat Island, Lakshadweep, in the Programme
ImplementationPlan (PIP)for the year2026-27.
