(a) to (d) The Ministry of Health and Family Welfare has not yet received any proposal for
upgradation of District Hospital, Kargil from 75 bedded hospital to a 200 bedded facility from the
Union Territory Administration of Ladakh in the Programme Implementation Plans (PIPs) for the
consideration of the National Programme Coordination Committee under the National Health
Mission (NHM).
Health being a state subject, the primary responsibility to strengthen healthcare facilities in
the State/UTs lies with the respective State/UTs. Under the National Health Mission (NHM), need
based technical and financial support is provided to the States/UTs, including the U.T. of Ladakh,
based on the proposals made by the States/UTs in their Programme Implementation Plans within
their overall resource envelop duly appraised by the National Programme Implementation
