SMT.ANITANAGARSINGH CHOUHAN: Will the Ministerof HEALTH AND FAMILYWELFAREbe pleasedtostate: (a) whether the Government is aware that the availability of specialist doctors, medical education and healthcare facilities is limited in the tribal-dominated districts of Parliamentary Constituency No. 24 (Ratlam-Jhabua-Alirajpur, Madhya Pradesh); (b) if so, the current status of proposals received during the last two years to upgrade district hospitals into medical colleges or establish new Government Medical Colleges in the said Parliamentary Constituency along with the details of projects approved or under the consideration of the Government, district-wise; (c) whether the Government is considering the implementation of any special scheme to strengthen medicaleducation andtertiaryhealthcareservices inthese tribal districts; and (d) if so, the details thereof along with the action being taken by the Government for early approval of eligibleproposals from the said ParliamentaryConstituency? ANSWER THE MINISTER OFSTATE IN THE MINISTRYOFHEALTH AND FAMILYWELFARE (SMT. ANUPRIYAPATEL) (a) to (d): The Ministry of Health & Family Welfare administers a Centrally Sponsored Scheme (CSS) for ‘Establishment of new medical colleges attached with existing district/referral hospitals’ with preference to underserved areas and aspirational districts, where there is no existing Government or private medical college. The fund sharing mechanism between the Centre and State Governments is in the ratioof 90:10for NorthEasternandSpecial CategoryStates,and60:40for others. Under the Scheme, allthe envisaged157Government Medical Collegeshave beenapproved includingfourteen(14) medical colleges in Madhya Pradesh. Out of these, six (06) medical colleges are in tribal dominated areas. The detailsof medical collegesapprovedinMadhya Pradeshare at Annexure. Public Health being a State subject, primary responsibility to ensure the availability of specialist doctors lies with the concerned State Government. However, under National Health Mission (NHM), following types of incentives and honorarium are provided for encouraging doctors and healthcareworkers to practice in rural and remote areas of the country to mitigate the impact of shortage of doctors andhealthcareworkers: i. Hard area allowance to specialist doctors for serving in rural and remote areas and for their residential quartersso that theyfind it attractivetoserve inpublic health facilitiesinsuch areas. ii. Honorarium to Gynaecologists/ Emergency Obstetric Care (EmOC) trained, Pediatricians & Anesthetist/ Life Saving Anesthesia Skills (LSAS) trained doctors is also provided to increase availabilityof specialists for conductingCesarean Sectionsinrural & remote area. iii. Incentives like special incentives for doctors, incentive for Auxiliary Nurse andMidwife (ANM) for ensuring timely Antenatal Checkup (ANC) checkup and recording, incentives for conducting Adolescent Reproductive andSexual Healthactivities. iv. States are also allowed to offer negotiable salary to attract specialist including flexibility in strategiessuch as “You Quote We Pay”. v. Non-Monetary incentives such as preferential admission in post graduate courses for staff serving in difficult areas and improving accommodation arrangement in rural areas have also been introducedunderNHM. vi. Multi-skilling of doctors is supported under NHM to overcome the shortage of specialists.
