GOVERNMENTOFINDIA MINISTRYOFHEALTH AND FAMILYWELFARE DEPARTMENTOFHEALTH AND FAMILYWELFARE LOK SABHA UNSTARREDQUESTION NO. 2109 TO BE ANSWERED ON31stJULY2026 UPGRADATION OFHEALTHCARE INFRASTRUCTURE 2109.SHRIDURAI VAIKO: Will the Ministerof HEALTH AND FAMILYWELFAREbe pleasedtostate: (a) whether the Government has undertaken any assessment of the healthcare infrastructure and specialist medical facilities available inTiruchirappalli andPudukkottaidistricts of Tamil Nadu, if so, the detailsthereof; (b) the details of proposals sanctioned during the last three years for the upgradation of Government Medical Colleges, District Headquarters Hospitals, Taluk Hospitals and Primary Health Centres in these districts; (c) whether the Government has received any proposals from the State Government of Tamil Nadu for establishing new healthcare facilities or upgrading existing institutions in these districts and if so, the detailsthereof; (d) whether the Government proposes to provide financial assistance under any Central scheme for strengthening healthcare infrastructure andmedicalservices inthe said districts; and (e)if so, the detailsthereof andthe timelinefixedtherefor? ANSWER THE MINISTEROFSTATE IN THE MINISTRYOFHEALTH AND FAMILY WELFARE (SHRIPRATAPRAO JADHAV) (a) to (e): Public Health and Hospital are State subjects, the primary responsibility for planning, implementing, maintaining and to set up adequate number of healthcare facilities as per requirement is of that State Government. Under the National Health Mission (NHM), financial and technical support is provided to States/UTs to strengthen their healthcare system based on proposals received from States/UTs in their Programme Implementation Plan (PIP) within their resource envelop. Year- wise details of the approved programs which are part of the approved PIPs (Record of Proceedings- ROPs) for the states canbe accessed at following link: https://nhm.gov.in/index1.php?lang=1&level=1&sublinkid=1377&lid=744. The upgradation of Government Medical Colleges, District Hospitals (DHs), Community Health Centres (CHCs) & Primary Health Centres (PHCs) and deployment of additional healthcare professionals asperrequirementare proposed inPIPby the Statesandare approvedaspernorms. Various initiatives other than NHM have been taken by Government of India to strengthen public health system and improve the health infrastructure including primary, secondary and tertiary healthcarefacilities inTamilNadu asgiven below:i. UnderCSScomponentofPM-AyushmanBharatHealthInfrastructureMission(PM-ABHIM) for the Stateof Tamil Nadu, administrative approvalshave been accordedto the State for five years (i.e. FY 2021-22 to 2025-26) for an amount of Rs. 1656.32 crore for construction/strengthening of 708 Urban- Ayushman Arogya Mandirs (AAMs), 38 Integrated Public Health Labs (IPHLs) at District Level and 39 Critical Care Blocks (CCBs) at District Hospitals andMedical College level. ii. Under Fifteenth Finance Commission (FC-XV) for the State of Tamil Nadu, Rs. 4249.42 crore has been approved for the five-year period from FY 2021-22 to FY 2025-26 and Rs. 4249.28 Cr has been released to the local bodies so far that also includes capital cost for establishment andstrengthening Healthinfrastructure. iii. Under Emergency Covid Response Package -II (ECRP-II), support was provided for Pediatric Care Units, Pediatric Centre of Excellence, Augmentation of additional beds by provision of Prefab Units,Augmentationof ICUbedsinpublic healthcarefacilities,50& 100 bedded Field Hospitals, Referral Transport & Liquid Medical Oxygen Plantwith medical gas pipeline system.
