Parliament Question: Upgradation of Medical Infrastructure in Andhra Pradesh

ANSWER THE MINISTER OFSTATE IN THE MINISTRYOFHEALTH AND FAMILYWELFARE (SHRIPRATAPRAO JADHAV) (a) to (c): The Government of India regularly reviews the progress achieved under the Pradhan Mantri Ayushman Bharat Health Infrastructure Mission (PM-ABHIM) through periodic review meetings, monitoring portals, and progress reports submitted by the States/UTs. The progress under the Mission is monitored with respect to the strengthening of rural and urban Ayushman Arogya Mandirs (AAMs), establishment of Integrated Public Health Laboratories (IPHLs), and Critical Care Blocks (CCBs) at district hospitals. The States/UTs have reported progress in the operationalization and upgradation of these health infrastructure components in accordance with the approved proposals and timelines under PM-ABHIM, and the same is being regularly reviewed by the Ministry to ensure effective implementation of the Mission.Monitoring under the National Health Mission (NHM) and PM-ABHIM is carried out through a robust, multi-layered framework that includes review of State-wise Key Deliverables against approved targets during NPCC meetings with all States/UTs including Andhra Pradesh, regular assessment of performance through the Output–Outcome Monitoring Framework (OOMF). In addition, annual Common Review Missions (CRMs) provide independent, on-ground assessments of programme implementation, health system strengthening, and progress on key indicators, enabling identification of gaps, course correction,andstrengthening of accountabilityat StateandDistrict levels. PM-ABHIM is a Centrally Sponsored Scheme with certain Central Sector components, with a proposed outlay of Rs. 64,180 crore for the period FY 2021-22 to FY 2025-26. Under the CSS component of PM-ABHIM, administrative approvals have been accorded to the State of Andhra Pradesh for five years (i.e., FY 2021–22 to FY 2025–26) for an amount of Rs. 1118.80crore for construction/strengthening of 696 Building-less Ayushman Arogya Mandirs (AAMs), 45 Urban Ayushman Arogya Mandirs (Health and Wellness Centres – HWCs), 26 Integrated Public Health Laboratories (IPHLs) and 24 Critical Care Blocks (CCBs), as per proposal submitted bythe State. The district-wise details of infrastructure approved, under the CSS & CS component of PM- ABHIM inthe Stateof Andhra Pradeshare at Annexure. Under the CSS component of the scheme, financial support is provided for construction of Building-less SHC-AAMs, U-AAMs, BPHUs, IPHLs and CCBs at District Hospitals/Government Medical College level.
