GOVERNMENT OF INDIA MINISTRY OF CORPORATE AFFAIRS LOK SABHA UNSTARRED QUESTION NO.1216 ANSWERED ON Monday, July 27, 2026/Shravana 5, 1948 (Saka) UTILISATION OF CSR FUNDS IN GUJARAT QUESTION 1216. Shri Dhaval Laxmanbhai Patel: Will the Minister of CORPORATE AFFAIRS be pleased to state: (a) the total amount of Corporate Social Responsibility (CSR) funds utilised in Gujarat during the last three years, district-wise, particularly in South Gujarat; (b) the details of CSR projects undertaken for protection, promotion and digital documentation of tribal art and cultural heritage in tribal districts of South Gujarat particularly in Valsad-Dang; (c) the number of tribal artisans in South Gujarat who have received skill upgradation, livelihood support or training under CSR initiatives during the last three years; and (d) whether the Government proposes to formulate national guidelines or a dedicated framework to encourage greater CSR utilisation towards tribal and rural development across the country and if so, the details thereof? ANSWER MINISTER OF STATE IN THE MINISTRY OF CORPORATE AFFAIRS AND MINISTER OF STATE IN THE MINISTRY OF ROAD TRANSPORT AND HIGHWAYS [SHRI HARSH MALHOTRA] (a). On the basis of annual filings made by companies in the MCA21 registry, district wise CSR expenditure in Gujarat, during the last three Financial Years from 2022-23 to 2024-25 is at Annexure-I. (b) to (d): Under the Companies Act 2013, CSR is a Board driven process and the Board of the company is empowered to plan, decide, execute and monitor CSR activities of the company based on the recommendation of its CSR Committee. This Committee formulates and recommends the CSR policy, which outlines the activities to be undertaken by the company in alignment with the areas or subjects specified in Schedule VII of the Act. The first proviso to Section 135 (5) of the Act provides that the company shall give preference to the local area and areas around it where it operates. However, the emphasis on local area is only directory and not mandatory in nature. The Government does not issue any specific direction to the companies to Contd….2-2- spend in any particular geographical area or for any particular activity. All data related to CSR expenditure filed by companies in MCA21 registry including state-wise, year-wise, company-wise and project-wise is available in public domain at www.csr.gov.in. Development sector-wise CSR expenditure in Gujarat during the Financial Years 2022-23 to 2024-25 is at Annexure-II.
