UTILISATION OF CSR FUNDS IN TELANGANA
QUESTION
3820. SHRI ARVIND DHARMAPURI :
Will the Minister of CORPORATE AFFAIRS be pleased to state:
(a) the details of Corporate Social Responsibility (CSR) funds spent in Telangana during
the last five years, district-wise and sector-wise including health, education, rural
development and environment;
(b) the names of major companies contributing CSR funds in Telangana and the amount
spent by each;
(c) whether the Government monitors the impact and completion status of CSR
projects, if so, the details thereof; and
(d) whether any mechanism exists to align CSR spending with priority development
needs of aspirational or backward districts in Telangana and if so, the details thereof?

(a) & (b): On the basis of annual filings, the district-wise and development sector-wise
details of CSR expenditure in Telangana for the last five financial years (FYs) i.e. 2019-
20 to 2023-24 is attached at Annexure-I & II respectively. The names of companies
contributing CSR funds and the amount spent by them, as filed by companies in MCA21
registry is available in public domain at www.csr.gov.in.
(c): No Sir. As per Rule 8 of the Companies (CSR Policy) Rules, 2014 contains provisions
related to impact assessment of CSR projects that every company having average CSR
obligation of 10 crore rupees or more in pursuance of sub-section (5) of section 135 of
the Act, in the three immediately preceding financial years, shall undertake impact
assessment, through an independent agency, of their CSR projects having outlays of
one crore rupees or more, and which have been completed not less than one year
before undertaking the impact study. The details of CSR activities, Impact
Assessment etc. are required to be reported by the companies in the ‘Annual Report
on CSR’ including an annual action plan on CSR which is part of the Company’s Board
Report. The Ministry does not maintain the data related to completion status of CSR
projects centrally.
(d) CSR is a Board driven process and the Board of the company is empowered to plan,
decide, execute and monitor CSR activities of the company based on the
recommendation of its CSR Committee. Under CSR framework, companies need to
balance local area preferences with national priorities. The Government does not issue
any directions to the companies to spend in a particular area or activity.
