Will the Minister of RURAL DEVELOPMENT be pleased to state:
(a) the details of funds allocated, released and utilised in Odisha
under the Ministry of Rural Development during the last three
financial years, scheme and year-wise;
(b) the details of beneficiaries and physical progress achieved
under these schemes during the said period, State and district-
wise including the districts of Bargarh and Jharsuguda;
(c) whether any schemes in these districts are facing low
utilisation of funds; and
(d) if so, the reasons therefor and steps taken by the Government
to improve utilisation and ensure timely benefits to the targeted
rural population?

(a): Ministry of Rural Development (MoRD) is implementing a
number of welfare schemes/programmes such as Mahatma Gandhi
National Rural Employment Guarantee Scheme (MGNREGS), Pradhan
Mantri Awaas Yojana-Gramin (PMAY-G), Pradhan Mantri Gram Sadak
Yojana (PMGSY), Deendayal Antyodaya Yojana - National Rural
Livelihoods Mission (DAY-NRLM), Deen Dayal Upadhyaya Grameen
Kaushalya Yojana (DDUGKY), Rural Self Employment Training
Institutes(RSETIs), National Social Assistance Programme (NSAP)
and Watershed Development Component (WDC) of the Pradhan Mantri

rural areas of the country including in the districts of Bargarh and

under these schemes during the said period, State and district-wise
including the districts of Bargarh and Jharsuguda, wherever
maintained, is at Annexure.
(c) & (d): Allocations of funds to the States/UTs under these
schemes/programmes is a continuous process. Funds are allocated
taking into account the balance of funds available with them,
submission of requisite documents / utilization certificate as per
schematic requirements, ensuring proper utilization of funds already
allocated under the schemes and ensuring strict adherence of the
guidelines of each scheme/programme and assessing the actual
requirement at the ground level.
All the above schemes/programmes are implemented with
active cooperation with the States/Union Territories (UTs).
States/UTs are expected to set up dedicated Programme
Management Units (PMUs) to undertake tasks of implementation,
monitoring and supervision at the State/District/Block and Panchayat
levels. Further, detailed Guidelines have been provided under each
scheme/programme regarding selection of beneficiaries/projects and
disbursement of funds. Non-adherence of any of such provisions
affects timely release of funds.
