Dr. Bhola Singh: Will the Minister of YOUTH AFFAIRS AND SPORTS be pleased to state: (a) the objectives and achievements of the schemes like Nehru Yuva Kendra Sangathan (NYKS), National Youth Corps and National Youth Leadership Programme (NYLP) since 2014; (b) the number of youth engaged in the civic and developmental programmes under the said schemes, year-wise; (c) the details of the funds allocated and utilised under the youth engagement schemes in the rural and aspirational districts; (d) whether any impact assessment has been conducted on youth leadership and skill development outcomes and if so, the details thereof; and (e) the roadmap prepared by the Government for strengthening the youth participation in Viksit Bharat 2047 vision? ANSWER THE MINISTER OF YOUTH AFFAIRS & SPORTS (DR. MANSUKH MANDAVIYA) (a) & (b) The principal objective of Nehru Yuva Kendra Sangathan is to mobilize, motivate organize youth of the country and enhance their capacities to empower them to become productive and responsible citizens in order to engage them for community development and nation building activities with the spirit of equity and volunteerism. The National Young Leaders programme aims at developing leadership qualities among the youth to enable them to realize their 1full potential and in the process, to contribute to the nation-building process. • Neighbourhood Youth Parliament aims to create an institutional platform where youth can articulate their views on various issues and draw the attention of the local administration to such issues/ concerns affecting their lives, to educate youth about contemporary socio-economic development issues and to enable them share their experiences and ideas on community development and social welfare activities. It was conducted under NYLP  National Youth Corps (NYC) is a scheme of Ministry of Youth Affairs & Sports which was launched during the year 2010-11. The main objective of the scheme is to provide opportunity to youth to develop the spirit of volunteerism by involving them in Nation Building activities throughout the country. The objectives of the scheme are as follows:- • To setup a group of disciplined and dedicated youth who have the inclination and spirit to engage in the task of nation building. • To act as points for dissemination of information, basic knowledge in the community. • To act as group modulators and peer group educators. • To act as role models for the younger cohort especially towards enhancement of public ethics, probity and dignity of labour. Details of achievements/Youth engaged in NYKS Core programmes, Neighbourhood Youth Parliament and National Youth Corps are placed at Annexure-A. (c) State-wise details of funds allocated and utilised by the offices of NYKS situated in the districts, which were later classified as aspirational districts in the year 2018, under NYKS, NYC and NYLP Scheme are placed at Annexure-B. Further, the funds allocated to NYKS caters to both the rural and urban areas of a particular district, the details of which are placed at Annexure-C. 2(d) Yes, a comprehensive impact assessment of youth leadership and skill development was conducted as part of the third-party evaluation study of the Central Sector Scheme Rashtriya Yuva Sashaktikaran Karyakram (RYSK) by the Indian Institute of Public Administration (IIPA), New Delhi in 2020-21. The evaluation covered major sub-schemes such as Nehru Yuva Kendra Sangathan (NYKS), National Youth Corps (NYC), National Programme for Youth and Adolescent Development (NPYAD), and National Young Leaders Programme (NYLP), among others. The study found that the schemes have had a positive impact on the development of leadership qualities, personality enhancement, community engagement, and employability among youth. Key components such as Training on Youth Leadership and Community Development (TYLCD) and Skill Upgradation Training Programme (SUTP) were instrumental in enhancing self-confidence, communication skills, civic responsibility, and vocational skills. The assessment was conducted using a structured methodology including field surveys, interviews, and focus group discussions across selected states and districts. (e) Viksit Bharat@2047 is a national vision that outlines the aspiration of transforming India into a developed nation by the year 2047, marking 100 years of independence. It focuses on progress across multiple sectors such as the economy, education, health, infrastructure, environment, and governance. Youth constitute a significant segment of the population and are seen as an important part of the development process. Various platforms and activities have been used to engage young people in areas such as skill development, entrepreneurship, civic awareness, innovation, and community participation.
