**Summary:**
In response to Lok Sabha Unstarred Question No. 3513, addressed on August 11, 2025, regarding violations of labour laws and safety measures in the construction of National Highways and other highways, the Ministry of Labour and Employment provided the following information. The construction companies involved in these projects are subject to The Building and Other Construction Workers (Regulation of Employment and Conditions of Service) Act, 1996 (BOCW RECS Act), which aims to ensure safety measures at construction sites. The government takes action against companies violating labour laws and safety measures under the provisions of this Act. State-wise data on actions taken against companies in the Central Sphere over the last three years is as follows: Andhra Pradesh (7), Assam (5), Chhattisgarh (13), Gujarat (16), Haryana (18), Himachal Pradesh (5), UT of Jammu & Kashmir (8), Jharkhand (11), Madhya Pradesh (11), Meghalaya (6), Mizoram (5), Nagaland (2), Odisha (5), Punjab (13), Rajasthan (3), Uttarakhand (9), Delhi (2), and UT of Chandigarh (9). Data pertaining to actions taken within the State sphere are maintained by the respective State governments. The Government utilizes a structured inspection scheme and conducts special programs, including inspections and sensitization initiatives, to enforce compliance with safety provisions under the BOCW RECS Act, 1996. VIOLATION OF LABOUR LAWS AND SAFETY MEASURES

Will the Minister of LABOUR AND EMPLOYMENT be pleased to
state:
(a)whether the labour laws and safety measures are being violated by
the companies and other construction agencies engaged in
construction of National Highways and other highways in the country;
(b)if so, the details of companies against whom action taken by the
Government during the last three years, State/UT-wise; and
(c)whether the Government has reviewed the procedures adopted by the
said companies to ensure the proper implementation of existing
labour laws and safety measures and if so, the details thereof?

(a) to (c): The National Highways, elevated road construction
companies and other construction agencies are covered under The
Building and Other Construction Workers (RE&CS) Act, 1996 for
purpose of ensuring safety measures at construction site. In case of
any violation of labour laws and safety measures, the appropriate
action is taken under provisions of the Act.
The list of number of companies against whom action has
been taken in the Central Sphere during the last three years, State-
wise, is enclosed as Annexure. The details pertaining to the State’s
sphere in this regard are maintained by the concerned State.
The Government has devised a well-designed inspection
scheme covering such establishments. Special programmes are
organized from time to time for implementation of safety measures
through inspection at construction sites in the Central Sphere under
the provision of BOCW (RE&CS) Act, 1996 to enforce the compliance
of safety provisions. Besides, sensitization programmes for safety
measures are also conducted from time to time.
