WAITING LISTOFORGAN TRANSPLANT
3272. SHRIKUNDURU RAGHUVEER:
Will the Minister of HEALTHANDFAMILYWELFARE be pleased tostate:
(a) whether the Government is aware that a large number of patients sufferingfrom end-stage
kidney failure remain on waiting lists for organ transplantation under programmes such as
Jeevandan and other organ allocation systems, resulting in avoidable deaths due to the
shortage of donor organs, if so, the detailsthereof;
(b) the number of patients currently awaiting kidney transplantation, the number of
transplants performed and the mortality reported among patients on waiting lists during the
last five years, year-wise andState-wise;
(c) whether the Government has assessed the gap between the demand for donor organs and
the availability of organsfor transplantation,if so, the details thereof;
(d) whether the Government proposes to intensify nationwide awareness campaigns, simplify
organ donation procedures and strengthen hospital-based organ retrieval programmes to
increase deceasedorgan donation,if so, the detailsthereof; and
(e)the measures takenbythe Government toreduce transplant waitingperiodsandencourage
voluntaryorgan donationtosave livesandimprove accesstoorgan transplantation?
ANSWER

(a) to (c) As per the provisions of the Transplantation of Human Organs and Tissues Act
(THOTA), 1994, and Rules made thereunder, respective State Governments are to ensure
compliance with respect toreporting of data bythe transplant hospitals onthe National Organ
and Tissue Transplant Registry (NOTTR) maintained by National Organ and TissueTransplant Organisation (NOTTO). As on 27th July, 2026, number of patients currently
awaiting kidney transplantation is 73,646. The States/UTs wise details of kidney transplants
performed and the number of patients who died while on waiting list for kidney transplant,
during the last five yearsare placedat Annexure-IandAnnexure II respectively.
(d) & (e) Under the National Organ Transplant Programme (NOTP), funds are provided to
the States/UTs for augmentation of organ donation and transplantation including awareness
activities.
NOTTO along with Regional Organ and Tissue Transplant Organisations (ROTTOs) and
State Organ and Tissue Transplant Organisations (SOTTOs) carries out awareness programs
across the country to disseminate information to promote organ and tissue donation engaging
with various stakeholders. Various awareness activities like poster making, slogan writing,
special pledge campaigns are organized regularly. The information about organ and tissue
donation including display of IEC materials are disseminated through the NOTTO website
www.notto.mohfw.gov.in. Also, a 24x7 call centre having a toll-free helpline number
(1800114770) is functional to provide information, tele-counselling and coordination for
organ donation. Dissemination of messages through social media platforms are also being
done on day-to-day basis. The citizens can take pledge for organ and tissue donation through
web portal https://notto.abdm.gov.in. As on date, more than 5 lakh Aadhaar verified pledges
have beenregistered.
In addition, a nationwide year-long public awareness campaign, “Jug Jug Jiyo Abhiyaan(जुग
जुग जजयो अजियान)” has been launched on 3rd August, 2026 with the aim to promote organ
and tissue donation. Further, the National Registry Portalhas been upgradedand launched on
3rd August 2026 into a digital platform called e-पतारोपण (e-Pratyaaropan) to digitize organ
donation and transplantation processes, improve transparency and ensure smooth services to
the needypatients.Annexure I
