Parliament Question: Ward Sanitation in Government Hospitals

SHRIRAMASHANKAR VIDHARTHI RAJBHAR: Will the Ministerof HEALTH AND FAMILYWELFAREbe pleasedtostate: (a) whether the deficiencies in cleanliness, pest control, biomedical waste management or ward sanitation have been found during inspections/audits of Government hospitals, including those in Deoria and Ballia districts of Uttar Pradesh, during the last two years and if so, the details thereof includingthe numberof such hospitals inDeoria andBallia; (b) whether these deficiencies were also found in sensitive areas such as ICUs, Operation Theatres (OTs)andwards equipped with oxygen/medicalgasandif so, the detailsthereof; (c)whether associated patient safety risks have beenidentifiedandif so, the details thereof; (d) the prescribed frequency of infection control and patient safety audits in district hospitals and medicalcolleges alongwith the numberof healthinstitutions actuallyinspectedinDeoria andBallia; and (e) the corrective actions, timelines and accountability fixed by the Government for the redressal of such deficiencies? ANSWER THE MINISTEROFSTATE IN THE MINISTRYOFHEALTH AND FAMILY WELFARE (SHRIPRATAPRAO JADHAV) (a) & (b): Public Health and hospital being a state subject, the primary responsibility for planning, implementing, maintaining and toset up adequate number of healthcare facilities as per requirement is of that State Government. Under the National Health Mission, financial and technical support is provided to States/UTs to strengthen their healthcare system based on proposals received from States/UTs intheirProgrammeImplementation Planwithin theirresource envelop. The Ministry of Health and Family Welfare, Government of India has launched Kayakalp, a national initiative to promote cleanliness, hygiene & sanitation, biomedical waste management and infectioncontrol inpublic healthfacilities. Under the Kayakalp initiative, assessments are conducted and managed by the respective States/UTs. As per information provided by the State Government of Uttar Pradesh, inspections/audits of Community Health Centres/Primary Health Centres inBallia district hasobserved no deficiencies in cleanliness, pest control, biomedical waste management or ward cleanliness. Similarly,inspections/audits of Community Health Centres/Primary Health Centres in Deoria district have not found issues with cleanliness, pest control, biomedical waste management or ward sanitation. Government hospitals are using outsourcing agencies for biomedical waste management and ward sanitation. Further, it is informed by the State Government of Uttar Pradesh that oxygen is available at SNCU operation theatre in Ladies District Hospital, Ballia and District Hospital Ballia. Oxygen/medicalgasismanaged efficientlyinrelevant healthfacilities. (c) to (e): As per information provided by the State Government of Uttar Pradesh, Ladies District Hospital, Ballia and District Hospital, Ballia have provision of fire alarm, sprinkler and necessary CO , ABC cylinder etc. for the safety of the patients. In Deoria district, training related to patient 2 infectioncontrol andpatient safety isalso conductedperiodically. Additionally, the grievances are also redressed by using IGRS portal, complaint boxes and Officers are available 24x7at CommunityHealth Centres/PrimaryHealth Centres, through which all typesof verbalcomplaintsare resolved assoon aspossible. *****
