Parliament Question: Water conservation and flood mitigation in the State of Punjab

GOVERNMENT OF INDIA MINISTRY OF JAL SHAKTI DEPARTMENT OF WATER RESOURCES, RIVER DEVELOPMENT & GANGA REJUVENATION RAJYA SABHA UNSTARRED QUESTION NO. 248 ANSWERED ON 02.02.2026 WATER CONSERVATION AND FLOOD MITIGATION IN THE STATE OF PUNJAB 248. SHRI SATNAM SINGH SANDHU: Will the Minister of Jal Shakti be pleased to state: (a) the steps taken to improve water conservation and flood mitigation in the State of Punjab; (b) the number of water storage structures built; and (c) the details of financial support provided to state authorities? ANSWER THE MINISTER OF STATE FOR JAL SHAKTI (SHRI RAJ BHUSHAN CHOUDHARY) (a) to (c) Flood management and water conservation schemes are formulated and implemented by concerned State Governments as per their priority. The Union Government supplements the efforts of the States by providing technical guidance and also promotional financial assistance for management of floods in critical areas. Union Government is implementing "Flood Management and Border Areas Programme(FMBAP)" for providing central assistance to States for works related to flood control, anti- erosion, drainage development, anti-sea erosion, etc. Total central assistance amounting to Rs. 68.25 Crore has been released under FMBAP to Govt. of Punjab till March, 2025. The Ministry of Jal Shakti launched the Jal Shakti Abhiyan (JSA) in 2019 as a time-bound, mission-mode water conservation campaign across India including Punjab. The campaign emphasizes convergent financing from various schemes of the Central, State and local bodies. The intervention- wise details of JSA: CTR campaign in the state of Punjab is attached at Annexure. "Jal Sanchay Jan Bhagidari" (JSJB) initiative, launched on 6th September 2024, focuses on intensifying community action and mobilization to build low-cost rainwater harvesting structures in low cost and saturation mode. The main objective of JSJB is to ensure that every drop of water is conserved through collective efforts, following a whole-of-society and whole-of-government approach.
