Parliament Question: Welfare Schemes for Ex-servicemen in Bihar

SHRI ABHAY KUMAR SINHA: Will the Minister of DEFENCE be pleased to state: (a) the details of Defence Welfare Schemes, pension disbursement and ECHS facilities for ex- servicemen and widows in Bihar including Aurangabad district; (b) whether the Government proposes to establish any new defence manufacturing unit or corridor project in Bihar and if so, the details thereof; and (c) the steps taken by the Government to increase recruitment rallies and provide skill training for defence jobs in Bihar? A N S W E R MINISTER OF STATE (SHRI SANJAY SETH) IN THE MINISTRY OF DEFENCE (a) Kendriya Sainik Board (KSB) and Directorate General of Resettlement (DGR) provides welfare schemes/ benefits to ex-servicemen(ESM)/ widows/ war widows and their dependents. The details are enclosed at Annexure-I and Annexure-II. With respect to pension disbursement, an amount of Rs 44.32 crores has been disbursed to 1097 Armed Forces pensioners of Aurangabad district and an amount of Rs 4,679.86 crores has been disbursed to 1,26,906 Armed Forces pensioners of Bihar in the year 2025 towards their pensionary entitlements. With respect to ECHS facilities, there are 19 ECHS Polyclinics and a vast network of ECHS empanelled hospitals functioning in the State of Bihar to provide cashless and capless healthcare to ESM. (b) No. (c) The Directorate of Induction and Selection in a Holistic Approach (DISHA) has conducted motivational lecture and one-on-one interaction at Patna on 14th Jun 2025, at Darbhanga on 28th Oct 2025 and at Bihta on 05th Dec 2025 in the state of Bihar. Replacement and Renal Failure. Upto Rs 1.50 Lakh (max). Other Diseases: Dialysis and Cancer treatment 75% & 90% of total expenditure for officers & PBORs (Applicable to Non pensioners respectively. ESM/Widows/Dependents for wife of ESM in all Upto a max of Rs ranks) 75,000/- per annum for Cancer and Dialysis. …3/--3- 9 Modified Scooter to Disabled Ex-servicemen Rs 1,00,000 applicable upto JCO rank. (re-apply after 10 yrs) ESM who are disabled after service with a disability 50% or more. 10 Interest Subsidy on Home Loan applicable upto Rs 1,00,000 max (one JCO rank. Reimbursement of 50% interest charged time) by the banks or Govt/Public Sector including LIC,GIC and HUDCO etc for construction of house to War bereaved , War disabled and attributable peace time casualties. 2. Prime Minister’s Scholarship Scheme: Total 5500 scholarship are provided annually to eligible wards based on merit for the entire duration of the courses. The rates of Scholarship are as follows: - (a) Rs. 2500/- per month for boys. (a) Rs. 3000/- per month for girls. 3. There are Rs 1350/- per child per month 36 WMHs which provide shelter to the children of War Widows/War disabled, attributable and non attributable cases. …4/--4- 4. Reservation of seats in Medical/Dental Colleges for wards of Defence Personnel as Govt of India Nominee. A total of 42 MBBS seats and 3 seats in BDS courses for FY 2025- 26 were allotted by Ministry of Health Family Welfare to KSB for wards of defence personnel as a Govt of India nominee. …5/--5- ANNEXURE II REFERRED TO IN REPLY TO PART (a) OF LOK SABHA UNSTARRED QUESTION NO. 4662 FOR 20.03.2026 REGARDING WELFARE SCHEMES FOR EX-SERVICEMEN IN BIHAR. THE DETAILS OF WELFARE MEASURES FOR ESM PROVIDED BY THE DIRECTORATE OF RESETTLEMENT FOR ESM S.No. SCHEME NAME SCHEME DETAILS 1 DGR sponsored Security The DGR empanels/sponsors ESM run Private Agency Scheme Security Agencies, and State ESM Corporations for providing security guards to various CPSEs and any Corporate Houses, Private Sector Undertakings as requisitioned 2 DGR Technical Service DGR provides Ex-servicemen manpower for Scheme ‘Technical Services’ to the Government Est/ Complexes through empanelled State ESM Corporations. This scheme has been recently introduced. 3 ESM Coal Loading And The Scheme is administered on the basis of MoU Transportation Scheme between the Coal India Ltd (CIL) and DGR. (Officers only) Presently the scheme is under revival. 4 Coal Tipper Attachment This scheme is linked with the ESM Coal loading Scheme for ESM(For and transportation scheme JCOs/OR) 5 Tipper Attachment Scheme Widows upto age of 65 and disabled soldiers having for Widows and Disabled 50% or more disability are eligible to enrol for this Soldiers scheme. This scheme is linked with the ESM Coal loading and transportation scheme. 6 Issue of DGR Eligibility ESM including War widows/ dependents of those Certificate for Allotment of who died in war, war disabled/disabled on duty LPG/ Retail Outlet (Petrol/ while serving in operational area, widows/ Diesel) Distributorship dependents of those who died in harness due to advertised by Oil Marketing attributable or aggravated causes to Military Service Companies against 8% and ex-servicemen disabled in peace due to Reservation Quota attributable or aggravated causes to Military Service are eligible for the scheme. …6/--6- 7 Management of Company Willing ESM (Officers) and JCOs who has not Owned Company Operated availed any other Govt/DGR benefit are sponsored Retail Outlets for the COCO based on Oil Company’s requisition for further selection by Oil Company. 8 Management of IGL/ MNGL Desirous ESM registered in the scheme are CNG Stations By ESM In sponsored on receipt of requisition from IGL (New NCR/Pune Delhi and NCR region) & MNGL (Pune/Nashik). 9 Allotment Of Mother Dairy The ESM are registered for Milk / Safal (Fruit and Milk Booths And Fruit & Vegetable) booths separately till the age of 60 years. Vegetable (Safal) Shops In They operate these outlets and earn their livelihood NCR / learn entrepreneurship wrt business. 10 Incorporation of Ex- The Government of India Scheme, Pradhan Servicemen In PMBJP Scheme Mantri Bhartiya Janaushadhi Pariyojna (PMBJP), aims at establishing nation-wide Generic Medicine pharmacies for providing cheaper medicines to all. A special incentive of a one-time grant of Rs 2 lakhs, in addition to normal incentives ( @ 20 % of monthly purchase, Maximum limit- Rs 20,000 p.m) as applicable, is granted as re- imbursement of Furniture & fixtures, Computers, Internet, Printers, Scanners etc to Women entrepreneurs, Divyang, SC, ST & those opened at aspirational districts (backward districts). As per F.No 35030/29/2022- Scheme by Dept of pharmaceuticals, Ministry of Chemicals & Fertilizers, Govt of India grant of special incentive has been approved for the ex- Servicemen joining the scheme. The scheme was launched by DGR in collaboration with PMBI in June 2023. 11 Resettlement Training/ Skill Training Directorate at DGR is responsible for Development Courses organizing and conducting Resettlement / Skill Development Training Courses for retiring/retired personnel of Indian Armed Forces to enhance their skill level for smooth transition and suitable employment in civil street. (aa) For Officers - 60% Course fee is paid by MoD/ DGR while 40% is paid by each individual officer. Widows of officers are also eligible to undergo above courses. (ab) For JCOs/OR & Equivalent - 100% Course fee is paid by MoD/ DGR. Widows of JCOs/OR are eligible to undergo DGR sponsored courses. ****
