MANJU SHARMA: Will the Minister of LABOUR AND EMPLOYMENT be pleased to state: (a)whether the Government has any data regarding the number of the workers engaged in the unorganised sectors; (b)if so, the details thereof, State/UT-wise; (c)the details of the ongoing schemes being implemented or likely to be implemented in near future for the workers in the unorganised sectors across the country; (d)the details of the criteria set for the said schemes; (e)the details of the people benefitted with the said schemes in Rajasthan, district-wise; and (f)the steps taken by the Government to ensure the social safety of the workers engaged in the unorganised sectors? ANSWER MINISTER OF STATE FOR LABOUR AND EMPLOYMENT (SUSHRI SHOBHA KARANDLAJE) (a) to (f): The Ministry of Labour and Employment launched eShram portal (eshram.gov.in) on 26th August 2021 for creation of a comprehensive National Database of Unorganised Workers (NDUW) seeded with Aadhaar. eShram portal is meant to register and support the unorganised workers by providing them a Universal Account Number (UAN) on a self-declaration basis. As on 12th August 2025, over 30.99 crore unorganised workers have already registered on eShram portal. Any worker, engaged in the unorganised sector and is not (i) an income tax payee (ii) a member of ESIC or EPFO, is an unorganised worker. Any unorganised worker, who is aged between 16-59 years, is eligible to register on the eShram portal. Contd..2/-::2:: State/UT-wise details of workers engaged in unorganised sectors and district-wise details of unorganised workers registered on eShram in Rajasthan are at annexure-I and annexure-II. In keeping with the vision of the Budget Announcement 2024- 25 on developing eShram as a One-Stop-Solution for unorganized workers to have access to various social security schemes, Ministry of Labour and Employment launched the eShram–“One-Stop-Solution” on 21st October 2024. eShram– “One-Stop-Solution” entails integration of different social security/ welfare schemes at single portal i.e. eShram. This enables unorganised workers registered on eShram to access social security schemes and see benefits availed by them so far, through eShram. So far, fourteen (14) schemes of different Central Ministries/ Departments have already been integrated/ mapped with the eShram to extend benefits and access to social security, insurance or skill development programmes to eShram cardholders including Pradhan Mantri Street Vendors Atmanirbhar Nidhi (PMSVANidhi), Pradhan Mantri Suraksha Bima Yojana (PMSBY), Pradhan Mantri Jeevan Jyoti Bima Yojana (PMJJBY), National Family Benefit Scheme (NFBS), Mahatma Gandhi National Rural Employment Guarantee scheme (MGNREGS), Pradhan Mantri Awas Yojana – Gramin (PMAY-G), Ayushman Bharat – Pradhan Mantri Jan Arogya Yojana (AB-PMJAY), Pradhan Mantri Awas Yojana – Urban (PMAY-U), Pradhan Mantri Matsya Sampada Yojana (PMMSY), Pradhan Mantri Kisan Samman Nidhi (PM-KISAN), One Nation One Ration Card (ONORC) and Pradhan Mantri Matru Vandna Yojana (PMMVY). Apart from the above, eShram has linkages with Pradhan Mantri Shram Yogi Maan-dhan (PM-SYM), National Career Service (NCS), Skill India Digital Hub (SIDH), Unified Mobile Application for New-age Governance (UMANG), Digital Locker (DigiLocker), myScheme and Open Government Data Platform (OGD). The Ministry of Labour and Employment launched multilingual functionality on the eShram portal on 7th January 2025, using the Bhashini platform. This enhancement now allows workers to interact with eShram portal in 22 Indian languages, improving accessibility and promoting inclusivity for all. To make eShram and associated services, readily available to unorganized workers, the Ministry of Labour & Employment launched the eShram mobile application on 24th February 2025.
