Will the Minister of YOUTH AFFAIRS AND SPORTS be pleased to
state:
(a) the details of youth development programmes initiated in
Dakshina Kannada under the National Youth Policy;
(b) whether the Government plans to establish a National Youth
Center or leadership training institute in Dakshina Kannada and if so,
the details thereof;
(c) the measures taken to encourage youth participation in
community-building and nation building activities in the region; and
(d) the details of the funds allocated for youth welfare programmes
in Karnataka, particularly in Dakshina Kannada, under the Budget 2025-
26?

(a) The National Youth Policy 2014 (NYP 2014) is a ‘vision’ document
for the development of the youth of India. The vision of the NYP 2014 is
“To empower youth of the country to achieve their full potential, and
through them enable India to find its rightful place in the community of
nations”.The policy lays down five well thought out objectives and 11 priority
areas, namely, Education, Employment and Skill Development,
Entrepreneurship, Health and Healthy Lifestyle, Sports, Promotion of
Social Values, Community Engagement, Participation in politics and
governance, Youth engagement, Inclusion and Social Justice.
The Policy is being implemented with the collective responsibility and
efforts of all concerned Central Ministries/Departments, State
Governments as well as other stakeholders. Although, there is no
scheme/programme under the NYP 2014, it is a guiding document for a
number of Central Ministries/ Departments, including the Ministry of
Youth Affairs and Sports, which have implemented/ are implementing
schemes/ programmes having bearing on development and
empowerment of youth in the 11 specified priority areas. The
Department of Youth Affairs is playing the coordinating/ facilitating role,
for implementation of the Policy, for development and empowerment of
youth.
(b) As of now, the Department has not proposed or planned setting up
any National Youth Centre or leadership development institute in
Dakshina Kannada.
(c) The Department of Youth Affairs through the network of Youth
Volunteers of My Bharat, an autonomous body under the Department
and NSS implement various Schemes to promote the youth participation
in community building and nation building activities throughout the
country including Dakshina Kannada. MY Bharat reaches out to the
younger generation for their empowerment and civic engagement, inter-
alia, in Dakshina Kannada through its various programmes and
interventions.
The youth development programmes conducted by MY Bharat in

Swachhta Hi Seva Campaign, Coastal Cleanliness Drive, “Ek Ped Maa
Ke Naam” campaign, Awareness and Education Programme on Drug-

Block Sports Meet, Distribution of Sports Kit, District Level Sports Meet,
National Road Safety Campaign, Viksit Bharat Youth Parliament at
District Level, Har Ghar Tiranga Campaign, Fit India Swachhta Run 5.0 ∙The youth development programmes conducted by MY Bharat in
Dakshina Kannada during Financial Year 2025-26:
MY Bharat Yuva Mandal Vikas Abhiyan, Cluster of Blocks Level Sports
Meet, Distribution of Sports Material to Active Youth Clubs, Viksit

(d) The Ministry of Youth Affairs and Sports release funds scheme-
wise not State/UT-wise. However, NSS releases fund to States/UTs as
per number of allocated volunteers. At present the total volunteer
strength of Karnataka is 3,21,000. The amount per volunteer is Rs.750/.
Therefore, the total fund allocated is Rs.24,07,50,000/- (3,21,000*750).Under MY Bharat (an Autonomous body under Ministry of Youth Affairs
and Sports, Government of India) the allocation of fund is made
proportionately on the basis of number of district kendras in particular
state and number of blocks covered under the kendras. For the financial
year 2025-26, the total funds allocated for the district offices of MY
Bharat in Karnataka state for meeting expenditure on the programmes
and establishment is Rs.1835.00 lakh including Rs.71.00 lakh for MY
Bharat office of Dakshin Kannada District.
