L.-33004/99 सी.जी.-डी.एxलx.x-GअI.D-H0x4x0x 72025-264368 CG-DLxx-xEG-I0D4E0x7x2x 025-264368 असाधारण EXTRAORDINARY भाग II—खण् ड 3—उप-खण्ड (i) PART II—Section 3—Sub-section (i) प्राजधकार स ेप्रकाजित PUBLISHED BY AUTHORITY स.ं 397] नई किल्ली, बुधवार , िुलाई 2, 2025/आिाढ़ 11, 1947 No. 397] NEW DELHI, WEDNESDAY, JULY 2, 2025/ASHADHA 11, 1947 कृजि एव ं ककसान कल्याण मत्रं ालय (कृजि एव ं ककसान कल्याण जवभाग) अजधसचू ना नई किल्ली, 27 िून , 2025 सा.का.जन. 440(अ).––केन्द्रीय सरकार, पौधा ककस्ट्म और कृिक अजधकार सरं क्षण अजधजनयम, 2001 (2001 का 53) की धारा 96 के साथ पठित साधारण खण्ड अजधजनयम, 1897 (1897 का 10) की धारा 22 द्वारा प्रित्त िजियों का प्रयोग करत े हुए, पौधा ककस्ट्म और कृिक अजधकार संरक्षण जनयम, 2003 को और सिं ोजधत करने के जलए जनम्नजलजखत जनयम बनाती ह,ै अथाात:- 1. संजक्षप्त नाम और प्रारंभ.- (1) इन जनयमों का संजक्षप्त नाम पौधा ककस्ट्म और कृिक अजधकार संरक्षण (संिोधन) जनयम, 2025 ह।ै (2) य े रािपत्र में इनके प्रकािन की तारीख को प्रवृत्त होंगे। 2. पौधा ककस्ट्म और कृिक अजधकार संरक्षण जनयम, 2003 (जिन्द्ह ेंइसम ेंइसके पश्चात मलू जनयम कहा िाएगा) म ेंजनयम 20 के स्ट्थान पर जनम्नजलजखत जनयम रखा िाएगा, अथाात:् - "20. प्राजधकरण के अजधकाठरयों और अन्द्य कमाचाठरयों की जनयुजि की रीजत.- (1) प्राजधकरण इन जनयमों स े उपाबद्ध चौथी अनुसूची म ें जवजनर्िष्टा अजधकाठरयों के पिों पर भती और जनयुजियां करेगा। 4369 GI/2025 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] (2) पिों की संख्या, उनका वगीकरण और उनसे सलं गन उनके वेतन स्ट्तर इन जनयमों स ेउपाबद्ध सातवीं अनुसूची म ेंजवजनर्िष्टा सेवा ितों के अनुसार होंगे। 20 क. आरंजभक गिन.- (1) इन जनयमों के प्रारंभ होन े से िीक पहल े सातवीं अनुसूची के स्ट्तंभ (1) म ें जवजनर्िष्टा पिों को जनयजमत आधार पर धाठरत करने वाल ेकार्माकों को इन जनयमों के उपबंधों के अधीन जनयिु ककया गया समझा िाएगा। (2) इन जनयमों के प्रारंभ होने से िीक पहल े उपजनयम (1) में जनर्िष्टा कार्माकों की संबंजधत ग्रेड में जनयजमत जनरंतर सेवा की, उि सेवा में पठरवीक्षा अवजध, प्रोन्नजत के जलए अहका सेवा, पुष्टीकरण और पेंिन के जलए गणना िाएगी।" 3. मलू जनयमों म,ें चौथी अनुसचू ी के स्ट्थान पर जनम्नजलजखत अनुसूची रखी िाएगी, अथाात:् - “ चौथी अनुसूची [जनयम 20(1) िेख]ें क्रम संख्या पि का नाम पिों की केन्द्र सरकार के वेतन स्ट्तर संख्या अधीन समतल्ु य पि 1. जवत्तीय सलाहकार 1 जनिेिक स्ट्तर-13 (123100-215900 रु.) 2. संयुि रजिस्ट्रार 2 उप सजचव स्ट्तर-12 (78800-209200 रु.) 3. जवजध सलाहकार 2 अवर सजचव स्ट्तर-11 (67700-208700 रु.) 4. उप रजिस्ट्रार 3 अवर सजचव स्ट्तर-11 (67700-208700 रु.) 5. उप जनिेिक (प्रिासन) 1 अवर सजचव स्ट्तर-11 (67700-208700 रु.) 6. पौधा ककस्ट्म परीक्षक 6 सहायक स्ट्तर-7 (44900-142400 रु.) 7. तकनीकी सहायक 5 तकनीकी सहायक स्ट्तर-6 (35400-112400 रु.) 8. कंप्यूटर सहायक 5 तकनीकी सहायक स्ट्तर-6 (35400-112400 रु.) 9. कायाकारी सहायक 5 तकनीकी सहायक स्ट्तर-6 (35400-112400 रु.) (प्रिासन) 10. लेखाकार 2 तकनीकी सहायक स्ट्तर-6 (35400-112400 रु.) 4. मलू जनयमों म ेंछिी अनुसूची के पश्चात जनम्नजलजखत अनुसूची अंतःस्ट्थाजपत की िाएगी, अथाात्:- “सातवीं अनुसूची [जनयम 20(2) िेख]ें पि का नाम पिों की वगीकरण वेतन मैठरक्स म ें चयन पि ह ैया सीधी भती ककए िाने वाल ेव्यजियों के जलए संख्या स्ट्तर अचयन पि आय ु सीमा (1) (2) (3) (4) (5) (6) जवत्तीय 01(2025) समूह 'क' स्ट्तर-13 ( रु. लाग ू नहीं होता पचास विा स े अनजधक सलाहकार 123100- । अरािपजत्र ठटप्पण 1: केन्द्रीय सरकार द्वारा समय समय 215900) त पर िारी ककए गए अनुिेिों या आिेिों के[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 3 अनुसार सरकारी सेवकों के जलए पांच विा तक जिजथल की िा सकती ह।ै ठटप्पण 2: आय-ु सीमा अवधाठरत करने के जलए जनणाायक तारीख भारत म ेंअभ्यर्थायों से आवेिन प्राप्त करन े के जलए जनयत की गई अंजतम तारीख होगी, न कक वह अंजतम तारीख िो असम, मेघालय, अरुणाचल प्रििे , जमिोरम, मजणपुर, नागालडैं , जत्रपुरा, जसकिम, संघ राज्य क्षेत्र लद्दाख, जहमाचल प्रिेि के लाहौल और स्ट्पीजत जिले और चम्बा जिले के पांगी उप-मंडल, अंडमान और जनकोबार द्वीप समूह, लक्षद्वीप और िम्मू और कश्मीर के अभ्यर्थायों के जलए जवजहत की गई ह।ै सीधी भती ककए िाने वाले सीधी भती ककए पठरवीक्षा की भती की पद्धजत; भती सीधे होगी या प्रोन्द्न जत द्वारा या व्यजियों के जलए अपेजक्षत िैजक्षक िाने वाल े व्यजियों अवजध, यकि प्रजतजनयुजि या स्ट्थानान्द्तरण या आमेलन द्वारा तथा और अन्द्य अहता ाए ं के जलए जवजहत कोई हो। जवजभन्न पद्धजतयों द्वारा भरे िाने वाली ठरजियों की आयु और िैजक्षक प्रजतितता । अहता ाए ं प्रोन्नत व्यजियों या प्रजतजनयुजि की ििा में लाग ूहोंगी। (7) (8) (9) (10) आवश्यक: ककसी मान्द्यता प्राप्त प्रजतजनयुजि के सीधी भती सीधी भती द्वारा, जिसके न होने पर प्रजतजनयुजि जवश्वजवद्यालय स े वाजणज्य या मामले म ें स्ट्तंभ ककए िाने वाले द्वारा। जवत्त या चाटाडा अकाउंटेंट या कॉस्ट्ट (10) के अनुसार व्यजियों के ठटप्पणी: सीधी भती कोटे के अतं गात पिधारी के एंड वक्स ा अकाउंटेंट या जबिनेस जलए एक वि ा प्रजतजनयुजि पर या लम्बी बीमारी या अध्ययन एडजमजनस्ट्रेिन (जवत्त) म ें मास्ट्टर अवकाि पर या अन्द्य पठरजस्ट्थजतयों म ें एक विा या जडग्री या समतल्ु य (केन्द्रीय या अजधक समय के जलए अनुपजस्ट्थत रहने के कारण होन े राज्य या संघ राज्य क्षेत्र या वाली ठरजियों को स्ट्तंभ (11) के अनुसार प्रजतजनयुजि स्ट्वायत्त संगिन या अध ा सरकारी के आधार पर भरा िा सकता ह।ै संगिन या पजललक सेक्टर उपक्रम) में जवत्त या लेखा म ें समूह 'क' या समतुल्य श्रणे ी म ेंकम स ेकम बारह विा का अनुभव। प्रोन्नजत या प्रजतजनयुजि या आमले न द्वारा भती की ििा यकि जवभागीय प्रोन्नजत सजमजत या चयन भती करन े की ककन में, वे श्रेणी जिनस ेप्रोन्नजत या प्रजतजनयुजि या आमेलन सजमजत ह,ै तो उसकी संरचना पठरजस्ट्थजतयााँ म ें संघ ककया िाएगा लोक सेवा आयोग स े परामि ा ककया िाएगा (11) (12) (13) प्रजतजनयुजि: केन्द्रीय या राज्य सरकार या सघं राज्य क्षेत्र जवभागीय चयन या पुजष्ट सजमजत (चयन या स्ट्वायत्त संगिन या अधा-सरकारी या कानूनी संगिन या और पुजष्ट के संबंध म ेंजवचार करने के जलए) लाग ू नहीं होता । पजललक सेक्टर उपक्रम के ऐसे अजधकारी: जिसम ें जनम्नजलजखत होंगे:-4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] (क) (i) िो मूल संवगा या जवभाग म ें जनयजमत आधार पर (1) महारजिस्ट्रार, पीपीवीएफआरए- सििृ पि धारण ककए हुए हों; या अध्यक्ष; (ii) जिसन ेमलू संवग ाया जवभाग म ेंवेतन मैठरक्स के वेतन (2) पीपीवीएफआरए के अध्यक्ष द्वारा स्ट्तर-12 (78800-209200 रुपय)े या समतुल्य म ें नाजमत ककया िाने वाला ऐसा अजधकारी, जनयजमत आधार पर जनयुजि के बाि उस श्रेणी म ेंपांच वि ा िो संयुि सजचव, भारत सरकार के पि से की सेवा की हो या नीचे पि का न हो- सिस्ट्य; (iii) जिसने मलू संवग ाया जवभाग म ेंवेतन मैठरक्स म ेंवेतन (3) पीपीवीएफआरए के अध्यक्ष द्वारा स्ट्तर-11 (67700-208700 रुपय)े या समतुल्य म ें नाजमत ककए िाने वाले िो ऐसे जविेिज्ञ, जनयजमत आधार पर जनयुजि के बाि उस श्रेणी म ें िस वि ा िो वेतन स्ट्तर-13 म ें जनिेिक के पि स े की सेवा की हो और नीचे के न हो- सिस्ट्य। (ख) िो स्ट्तंभ (7) के अधीन सीधी भती के जलए जवजनर्िष्टा िैजक्षक अहता ा रखत े हों। ठटप्पणी 1: प्रजतजनयुजि द्वारा जनयुजि के जलए अजधकतम आयु सीमा, आवेिन प्राप्त करने की अंजतम तारीख को छप्पन वि ा स ेअजधक नहीं होगी। ठटप्पणी 2: प्रजतजनयुजि की अवजध, जिसमें उसी या ककसी अन्द्य संगिन या जवभाग म ें इस जनयुजि स े िीक पहल े धाठरत ककसी अन्द्य बाह्य संवगा पि पर प्रजतजनयुजि की अवजध (अल्पकाजलक संजविा सजहत) भी िाजमल ह,ै सामान्द्यतः पांच विा स ेअजधक नहीं होगी। (1) (2) (3) (4) (5) (6) उप जनििे क 01(2025) समूह 'क' स्ट्तर-11 लाग ू नहीं पैंतालीस वि ा स ेअनजधक। (प्रिासन) (रु. होता । अरािपजत्रत ठटप्पण 1: केन्द्रीय सरकार द्वारा समय समय 67700- पर िारी ककए गए अनुिेिों या आिेिों के 208700) अनुसार सरकारी सेवकों के जलक पांच वि ा तक जिजथल की िा सकती ह।ै ठटप्पण 2: आय-ु सीमा अवधाठरत करन ेके जलए जनणाायक तारीख भारत म ें अभ्यर्थायों स े आवेिन प्राप्त करन े के जलए जनयत की गई अंजतम तारीख होगी, न कक वह अंजतम तारीख िो असम, मेघालय, अरुणाचल प्रिेि, जमिोरम, मजणपरु , नागालडैं , जत्रपुरा, जसकिम, संघ राज्य क्षेत्र लद्दाख, जहमाचल प्रििे के लाहौल और स्ट्पीजत जिले और चम्बा जिले के पांगी उप-मंडल, अंडमान और जनकोबार द्वीप समूह, लक्षद्वीप और िम्मू और कश्मीर के अभ्यर्थायों के जलए जवजहत की गई ह।ै[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 5 (7) (8) (9) (10) आवश्यक: मान्द्यता प्राप्त जवश्वजवद्यालय स े ककसी भी जविय लाग ूनहीं िो विा प्रजतजनयुजि द्वारा, जिसके में मास्ट्टर जडग्री के साथ कंप्यूटर का कायासाधक ज्ञान के साथ- न होन े पर सीधी भती होता । साथ केन्द्रीय या राज्य या संघ राज्य क्षेत्र या स्ट्वायत्त संगिन द्वारा। या अधा सरकारी संगिन या पजललक सेक्टर उपक्रम म ें प्रिासन या स्ट्थापना या सतकाता या उपापन के क्षत्रे म ें कम से कम िस वि ा का अनुभव, जिसमें स े कम स े कम,- (i) मलू संवग ा या जवभाग म ें वेतन मैठरक्स के वेतन स्ट्तर-10 (56100-177500 रुपय)े या समतुल्य म ें जनयजमत आधार पर जनयुजि के बाि उस श्रेणी में पांच वि ा की सेवा की हो; या (ii) मलू संवगा या जवभाग म ें वते न मैठरक्स के वेतन स्ट्तर-9 (53100-167800 रुपय)े या समतुल्य म ें जनयजमत आधार पर जनयुजि के बाि उस श्रेणी म ेंसात विा की सेवा की हो या (iii) मूल संवग ा या जवभाग म ें वेतन मैठरक्स के वेतन स्ट्तर-8 (47600-151100 रुपय)े या समतुल्य म ें जनयजमत आधार पर जनयुजि के बाि उस श्रणे ी म ें आि विा की सेवा की हो। (11) (12) (13) प्रजतजनयुजि: जवभागीय चयन या पुजष्ट सजमजत (चयन और पुजष्ट के संबंध में जवचार करने के केन्द्रीय या राज्य सरकार या सघं राज्य क्षेत्र या स्ट्वायत्त संगिन या अधा- लाग ूनहीं जलए) जिसम ें जनम्नजलजखत होंग:े- सरकारी या कानूनी संगिन या पजललक सेक्टर उपक्रम के ऐस े होता । अजधकारी: (1) महारजिस्ट्रार, पीपीवीएफआरए - अध्यक्ष; (क) (i) िो मलू संवग ा या जवभाग म ें जनयजमत आधार पर सििृ पि धारण ककए हुए हों; या (2) पीपीवीएफआरए के अध्यक्ष द्वारा नाजमत ककया िाने वाला ऐसा अजधकारी, (ii) जिसन े मलू संवग ा या जवभाग म ें वेतन मैठरक्स के वेतन स्ट्तर-10 िो संयुि सजचव, भारत सरकार के पि (56100-177500 रुपय)े या समतुल्य म ेंजनयजमत आधार पर जनयुजि स े नीच ेपि का न हो- सिस्ट्य; के बाि उस श्रणे ी म ें पांच विा की सेवा की हो; या (3) पीपीवीएफआरए के अध्यक्ष द्वारा (iii) जिसने मलू संवगा या जवभाग म ें वेतन मैठरक्स के वेतन स्ट्तर-9 नाजमत ककए िाने वाल े िो ऐसे जविेिज्ञ, (53100-167800 रुपय)े या समतुल्य म ेंजनयजमत आधार पर जनयुजि िो वेतन स्ट्तर-13 म ें जनिेिक के पि स े के बाि उस श्रणे ी म ें सात विा की सेवा की हो या नीच ेके न हो- सिस्ट्य। (iv) जिसन े मलू संवग ा या जवभाग म ें वेतन मैठरक्स के वेतन स्ट्तर-8 (47600-151100 रुपय)े या समतुल्य म ेंजनयजमत आधार पर जनयुजि के बाि उस श्रणे ी म ेंआि विा की सेवा की हो। (ख) िो स्ट्तंभ (7) के अधीन सीधी भती के जलए जवजहत िैजक्षक अहता ा रखता हो। ठटप्पणी 1: प्रजतजनयुजि द्वारा जनयुजि के जलए अजधकतम आय ु सीमा, आवेिन प्राप्त करने की अंजतम तारीख को छप्पन विा स े अजधक नहीं होगी। ठटप्पणी 2: प्रजतजनयुजि की अवजध, जिसमें उसी या ककसी अन्द्य संगिन या जवभाग म ेंइस जनयुजि स ेिीक पहल ेधाठरत ककसी अन्द्य बाह्य संवग ा6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] पि पर प्रजतजनयुजि की अवजध (अल्पकाजलक संजविा सजहत) भी िाजमल ह,ै सामान्द्यतया तीन विा स ेअजधक नहीं होगी। (1) (2) (3) (4) (5) (6) पौध 06 समूह 'ख' स्ट्तर-7 लाग ूनहीं पैंतीस वि ा स े अनजधक। ककस्ट्म (44900- होता । (2025) अरािपजत्रत ठटप्पण 1: केन्द्रीय सरकार द्वारा समय समय पर िारी ककए परीक्षक 142400 गए अनुिेिों या आिेिों के अनसु ार सरकारी सेवकों के जलए रुपय)े पांच विा तक जिजथल की िा सकती ह।ै ठटप्पण 2: आय-ु सीमा अवधाठरत करने के जलए जनणाायक तारीख भारत म ें अभ्यर्थायों स े आवेिन प्राप्त करने के जलए जनयत की गई अंजतम तारीख होगी, न कक वह अंजतम तारीख िो असम, मेघालय, अरुणाचल प्रिेि, जमिोरम, मजणपुर, नागालडैं , जत्रपुरा, जसकिम, संघ राज्य क्षेत्र लद्दाख, जहमाचल प्रिेि के लाहौल और स्ट्पीजत जिले और चम्बा जिले के पांगी उप-मंडल, अंडमान और जनकोबार द्वीप समूह, लक्षद्वीप और िम्मू और कश्मीर के अभ्यर्थायों के जलए जवजहत की गई ह।ै (7) (8) (9) (10) अजनवाय:ा आनुवंजिकी और पािप प्रिनन या लागू नहीं सीधी भती के पचास प्रजतित प्रोन्नजत द्वारा, जिसके न होने पर आनुवंजिकी या कृजि वनस्ट्पजत जवज्ञान या होता । जलए िो विा प्रजतजनयुजि द्वारा और पचास प्रजतित सीधी बीि जवज्ञान और प्रौद्योजगकी या बीि भती द्वारा प्रौद्योजगकी या पािप आनुवंजिकी संसाधन म ें जविेिज्ञता सजहत कृजि म ें मास्ट्टर जडग्री या ठटप्पणी: सीधी भती कोटे के अधीन पिधारी के पािप प्रिनन और आनुवंजिकी म ें जविेिज्ञता प्रजतजनयुजि पर होने या लम्बी बीमारी या सजहत वाजनकी या बागवानी या पािप िैव अध्ययन अवकाि पर होने या अन्द्य प्रौद्योजगकी या पािप आणजवक िीव जवज्ञान पठरजस्ट्थजतयों म ें एक विा या अजधक समय के और िैव प्रौद्योजगकी म ेंमास्ट्टर जडग्री या िैव- जलए अनुपजस्ट्थत रहने के कारण होन े वाली प्रणाली म ेंजविेिज्ञता सजहत वनस्ट्पजत जवज्ञान ठरजियों को स्ट्तंभ (11) म ें जवजनर्िष्टा अनुसार में मास्ट्टर जडग्री । प्रजतजनयुजि के आधार पर भरा िाएगा। वांछनीय: (i) मान्द्यता प्राप्त जवश्वजवद्यालय स े डॉक्टरेट जडग्री। (ii) संबंजधत क्षत्रे म ें तीन विा का अनुभव। (11) (12) (13) प्रोन्नजत: जवभागीय प्रोन्नजत या स्ट्थायीकरण सजमजत म ें लाग ू नहीं (प्रोन्नजत, चयन और स्ट्थायीकरण पर जवचार होता । वेतन स्ट्तर-6 ( 35400-112400 रुपय)े म ेंपांच वि ाकी जनयजमत करने के जलए) - सेवा पूरी कर चुके तकनीकी सहायक। (1) रजिस्ट्रार, पीपीवीएंडएफआरए– अध्यक्ष; प्रजतजनयुजि: (2) पीपीवीएंडएफआरए के अध्यक्ष द्वारा केन्द्रीय या राज्य सरकार या सघं राज्य क्षेत्र या स्ट्वायत्त संगिन नाजमत ककया िाने वाला एक ऐसा अजधकारी या अध-ा सरकारी या कानूनी संगिन या पजललक सेक्टर उपक्रम के िो उप-सजचव के पि स ेनीचे का न हो- सिस्ट्य अजधकारी:[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 7 (क) (i) िो मूल संवगा या जवभाग म ें जनयजमत आधार पर सििृ (3) पीपीवीएंडएफआरए के अध्यक्ष द्वारा पि धारण करत े हो; या नाजमत ककया िाने वाला िो ऐसे जविेिज्ञ, िो उप-सजचव स्ट्तर से नीच ेके पि के न हों- सिस्ट्य (ii) जिसन े मूल संवग ा या जवभाग म ें वते न मैठरक्स के वेतन स्ट्तर- 6 (35400-112400 रुपय)े या समतल्ु य म ें जनयजमत आधार पर जनयुजि के बाि उस श्रेणी म ें पाचं विा की सेवा परू ी की हो;
