Declaration of the Premises of power Grid Corporation of India Limited, Achangulam and Vandanam Village, Kayathar Taluk, Thoothukudi District as "Prohibited Place" under the Act. [G.O. No. SS.II/55-9/2022, Public (S.C), 21st April 2023, சித்திரை 8, ச�ோபகிருது, திருவள்ளுவர் ஆண்டு-2054.] No. II(1)/PU/13/2023. WHEREAS, the Deputy General Manager, Gas Insulated Substation, Power Grid Corporation of India Limited, Thoothukudi in his letter, SR.II/Tut GIS (New)/PA/ DCTut/1432, dated 12.06.2020 addressed to the Collector, Thoothukudi District, among other things has informed that the Power Grid Corporation of India Limited is a "Government of India Enterprise" & "the Central Transmission Utility" under the aegis "Ministry of Power" and has constructed a 400/230 KV substation at Village-North Vandanam, Kayathar Panchayat Union, Kovilpatti for the purpose of transmitting EHV power evacuated from WEG (Wind Energy Generator) under Green Energy Corridor Gol (MoP) approved scheme; and that the substation is operational since 6.10.2018; and that the total area of land admeasures 27.527 acres, acquired through Thoothukudi District Administration and the substation lies within the territory of two Villages viz. Achangulam and North Vandanam of Kayathar Taluk. In view of providing security to the said substation premises, he has requested to declare the above premises as "Prohibited Area" under the Official Secrets Act, 1923; AND WHEREAS, based on the reports of the Superintendent of Police, Thoothukudi, Revenue Divisional Officer, Kovilpatti, Thoothukudi District and the recommendations of the Revenue Officials the Collector Thoothukudi District in his letters Rc.No.C2/13145/2020, dated 3-1-2022 and R.C. No. C2/13145/2020, dated 11-04-2022 has recommended to declare the said premises of Power Grid Corporation of India Limited,. Achangulam and Vandanam Villages, Kayathar Taluk, Thoothukudi District as "Prohibited Place" under the Official Secrets Act, 1923; AND WHEREAS, the Additional Director General of Police, Intelligence, Chennai in his letter SCA.3 No. 4058/2022/C, dated 08.05.2022 has also recommended to include the above premises as a Vital Installation and to declare the above installation as 'Prohibited Place'; AND WHEREAS, the reports/recommendations of the Collector, Thoothukudi District and Additional Director General of Police, Intelligence, Chennai were examined carefully and this Government has come to a conclusion that it is necessary to declare the premises of Power Grid Corporation of India Limited, Achangulam and Vandanam Villages, Kayathar Taluk, Thoothukudi District, as specified in the Schedule below, to be a "Prohibited Place" under sub-clause (d) of clause (8) of Section 2 of the Official Secrets Act, 1923 (Central Act XIX of 1923), on the ground that information with respect thereto, or the destruction or obstruction thereof, or interference therewith, would be useful to an enemy; AND WHEREAS, in pursuance of clause (1) of Article 258 of the Constitution of India, the Government of India, Ministry of Home Affairs, New Delhi, have, in its Notification No.S.O.1285, dated the 4th May 1963, published in the Gazette of India, dated the 11th May 1963, entrusted to the Government of Tamil Nadu the functions of the Central Government in relation to any matter specified in sub-clauses (c) and (d) of clause (8) of Section 2 of the Official Secrets Act, 1923 (Central Act XIX of 1923). WHEREAS, the Chief Airport Terminal Manager, Indian Oil Corporation Limited (IOCL), Aviation Fuel Station, Meenambakkam Airport, Chennai, in his letter No. IOCL/AVN/GC/PA, dated 26-02-2021 has stated that the IOCL has an installation in Chennai Airport at Airport Authority of India land to the extent of 15,000 Sq.Mtr. for catering the Aviation Turbine Fuel (ATF) requirement of Chennai Airport and that it store and deliver ATF to the Aircraft in the installation and as the highly explosive product are being stored in the premises, he has requested to classify the above said premises as 'Prohibited Area'; AND WHEREAS, based on the reports of the Revenue Divisional Officer, South Chennai Region and the recommendations of the Revenue Officials, the Collector Chennai District in her letters R.C.No.E2/28815/2022, dated 19.01.2023 and R.C.
