िथा संिोजधत 2017 (2017 का 21) की धारा 3 और 4 द्वारा प्रित्त िजििों का उपिोग करत े हुए, कॉपोरेट इकाइिों अथायत कंपनी अजधजनिम, 1956 िा कंपनी अजधजनिम, 2013 अथवा सीजमत िेिता भागीिारी अजधजनिम 2008 के तहत पंिीकृत सेवा क्षेत्र से संबंजधत इकाइिों से सांजयिकी सवेक्षण के माध्िम से सांजयिकी संग्रह करन े का जनिेि िेता है, जिसे आग े अनुसचू ी-I म ें उजल्लजखत जववरणों के अनुसार 'सेवा क्षेत्र के उद्यमों के वार्षयक सवेक्षण (एएसएसएसई) पर पािलट अध्ििन का चरण-II' के रूप में संिर्भयत दकिा िाएगा। 2. मंत्रालि, उपिुयि जनििे के संिभय म ें उजल्लजखत भौगोजलक इकाइिों के संबंध में अनसु ूची II म ें उजल्लजखत व्यजििों और उनके कािायलि में नाजमजतिों को सांजयिकी अजधकारी के रूप में जनिुि करता ह।ै प्रत्िेक सांजयिकी अजधकारी जनधायठरत प्रारूप म ें एक वचनबद्धता, अथातय ् सांजयिकी सग्रं हण जनिमावली, 2011 के साथ संलग्न प्रपत्र-I, अपर महाजनिेिक, क्षेत्र संकािय प्रभाग, राष्ट्रीि प्रजतििय सवेक्षण कािायलि, दिल्ली को तत्काल प्रस्ट्तुत करेगा। 3. प्रत्िेक सांजयिकी अजधकारी द्वारा प्राजधकृत व्यजि, जनधायठरत प्रारूप म ें वचनबद्धता, अथायत् सांजयिकी संग्रहण जनिमावली, 2011 के साथ संलग्न प्रपत्र-I, सांजयिकी अजधकारी को प्रस्ट्ततु करन े के पश्चात, सूचनािाताओं द्वारा िी गई सूचना के सत्िापन, सुसंगत अजभलेखों का जनरीक्षण करने तथा सूचनािाताओं से आवश्िकतानसु ार स्ट्पष्टीकरण प्राप्त करने के जलए सांजयिकी अजधकारी के भौगोजलक क्षेत्राजधकार म ें काियरत होंगे। इन कतयव्यों के अनुसार, प्राजधकृत प्रत्िेक व्यजि अपन े 6487 GI/2024 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] साथ एक फोटो पहचान पत्र तथा संबंजधत सांजयिकी अजधकारी द्वारा िारी प्राजधकार पत्र रखेगा। सांजयिकी अजधकारी प्राजधकृत व्यजििों के वचनबद्धताओं को अपनी सुरजक्षत अजभरक्षा म ें रखेगा तथा उपििुय वचनबद्धताओं को प्राप्त करन े का प्रमाण-पत्र अपर महाजनिेिक, क्षेत्र संकािय प्रभाग, राष्ट्रीि प्रजतििय सवेक्षण कािायलि, दिल्ली के कािायलि को अग्रेजषत करेगा। 4. सूचनािाताओं द्वारा प्रस्ट्तुत सेवा क्षेत्र के उद्यमों के वार्षयक सवेक्षण (एएसएसएसई) पर पािलट अध्ििन का चरण-II हते ु पछू ताछ अनुसूची में एकत्र दकए गए आँकडों को उजचत सत्िापन और िाँच के बाि राष्ट्रीि प्रजतििय सवेक्षण कािायलि (एनएसएसओ) द्वारा संसाजधत दकिा िाएगा और सांजयिकीि तकनीकों के माध्िम से आंकडों से उत्पन्न इकाई स्ट्तर के आंकडे और ठरपोटय, िदि कोई हो, को राष्ट्रीि प्रजतिि य सवेक्षण कािायलि (एनएसएसओ) की अजभरक्षा में रखा िा सकता ह।ै 5. सेवा क्षेत्र के उद्यमों के वार्षयक सवेक्षण (एएसएसएसई) पर पािलट अध्ििन का चरण-II के संबंध में सांजयिकी संग्रहण, आंकडों के प्रसस्ट्ं करण और प्रसार के संबंध म ें दकसी भी गजतजवजध में लगे सभी व्यजि सांजयिकी संग्रहण अजधजनिम, 2008 और सांजयिकी संग्रहण जनिमावली, 2011 के प्रावधानों द्वारा िाजसत होंगे। 6. सांजयिकी अजधकाठरिों को जनम्नजलजखत िजििां प्रत्िािोजित की गई ह:ैं (क) एक सांजयिकी अजधकारी को उपिुयि जनििे के संबंध में सांजयिकी एकत्र करने, व्यावसाजिक ठरकॉडय और अन्ि ठरकॉडय के आधार पर सूचनािाता द्वारा िी गई दकसी भी िानकारी को सत्िाजपत करने और दकसी उद्यम के प्रमुख िा सिस्ट्ि िा माजलक िा अजधभोगी िा प्रभारी व्यजि, िैसा भी मामला हो, से स्ट्पष्टीकरण मागं ने के जलए अजधकाठरिों को प्रजतजनिुि/प्राजधकृत करने का अजधकार ह।ै एक सांजयिकी अजधकारी को दकसी भी राज्ि सरकार िा केंद्र िाजसत प्रिेि प्रिासन के प्रिासजनक जनिंत्रण के तहत अजधकाठरिों को प्रजतजनिुि/प्राजधकृत करने का भी अजधकार है, िो उन उद्यमों म ें से दकसी से भी आंकडे एकत्र करने के जलए इच्छुक ह,ै जिनके जलए सांजयिकी अजधकारी ने अपन ेप्रिासजनक जनिंत्रण के तहत दकसी भी अजधकारी को प्रजतजनिुि/प्राजधकृत नहीं दकिा ह।ै (ख) एक सांजयिकी अजधकारी को आंकडा एकत्र करन े का तरीका ति करन े और सांजयिकी संग्रह के उद्देश्ि स े जनर्ियष्ट जनधायठरत प्रारूप म ेंसूचना प्रस्ट्तुत करन े के जलए प्रत्िेक सूचनािाता को एक माह िा उजचत समझी िाने वाली अवजध का नोठटस िेने का अजधकार ह।ै (ग) एक सांजयिकी अजधकारी को दकसी भी सूचनािाता को एक जनजश्चत अवजध के जलए इलेक्रॉजनक रूप म ें पूछताछ अनुसूची प्रस्ट्तुत करन े की सुजवधा प्रिान करन े का अजधकार ह,ै जिसे उसके द्वारा सूचनािाता को िारी दकए िान े वाले नोठटस में जनर्िष्टय दकिा िाएगा। अनसु चू ी-I साजं यिकी सग्रं हण का जवषि और उद्देश्ि: 1. सेवा क्षेत्र के उद्यमों के वार्षयक सवेक्षण (एएसएसएसई) पर पािलट अध्ििन का चरण-II के माध्िम स े कॉपोरेट इकाइिों िानी कंपनी अजधजनिम, 1956 िा कंपनी अजधजनिम, 2013 अथवा सीजमत िेिता भागीिारी अजधजनिम 2008 के तहत पंिीकृत सेवा क्षेत्र स े संबंजधत इकाइिों के जवकास, रचना और संरचना से संबंजधत आंकडे एकत्र दकिे िाते ह ैं| साजं यिकी सग्रं हण के जलए भौगोजलक क्षत्रे : 2. सेवा क्षेत्र के उद्यमों के वार्षयक सवेक्षण (एएसएसएसई) पर पािलट अध्ििन का चरण-II परू े संघ भारत म ें आिोजित दकिा िा रहा ह।ै आकं डा सग्रं हण की जवजध: 3. प्रत्िेक सांजयिकी अजधकारी द्वारा अपने अजधकार क्षेत्र के अंतगतय सूचनािाताओं को एक नोठटस िारी दकिा िाएगा, जिसमें िह ििायिा िाएगा दक दकस तारीख तक, दकस अजधकारी िा कािायलि को, दकस उद्यम िा उद्यमों के जलए, तथा दकस प्रारूप और तरीके से सूचना प्रस्ट्तुत की िानी ह,ै िैसा दक नोठटस में जनर्िष्टय ह।ै[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 3 सचू ना िाताओं का स्ट्वरुप जिनस ेआकं डा एकत्र दकिा िा सकता ह:ै 4. सूचनािाता वस्ट्त ु और सेवा कर नेटवकय (िीएसटीएन) के तहत पंिीकृत जनगजमत सेवा क्षत्रे उद्यम के प्रमुख िा माजलक िा अजधभोगी िा प्रभारी व्यजि हैं, जिनसे अपेजक्षत सचू ना के जलए संपकय दकिा िाएगा और सांजयिकी अजधकारी द्वारा उन्ह ेंउपििुय जनिेिों के तहत सूचना प्रस्ट्तुत करन े के जलए नोठटस िारी दकिा िाएगा। 5. सांजयिकी अजधकारी दकसी राज्ि/संघ िाजसत प्रिेि में सचं ाजलत दकसी उद्यम (जवजिष्ट वस्ट्तु एवं सेवा कर पहचान संयिा (िीएसटीआईएन)) के संबंध में समेदकत िानकारी प्रस्ट्तुत करने की मांग कर सकता है, जिसमें चिजनत िीएसटीआईएन से संबंजधत मयु ि व्यवसाि स्ट्थान और व्यवसाि के अजतठरि स्ट्थान िाजमल ह।ैं ऐसा अनुरोध संबंजधत प्रमुख िा माजलक िा अजधभोगी िा उद्यम के प्रभारी व्यजि को िारी नोठटस के माध्िम स ेदकिा िा सकता ह।ै साजं यिकी का सग्रं हण का काि यसपं न्न करन ेकी अवजध: 6. प्रत्िेक सूचनािाता द्वारा सचू ना प्रस्ट्ततु करने की जतजथ नोठटस में उजल्लजखत की िाएगी और आमतौर पर िह 1 नवंबर, 2024 स े 31 माच,य 2025 के मध्ि होगी। सिं भ यअवजध: 7. 1 अप्रलै , 2022 से िुरू होकर 31 माच,य 2023 को समाप्त होन े वाल े जवत्तीि वषय िा 1 अप्रलै 2022 से 31 माच,य 2023 के बीच दकसी भी तारीख को समाप्त होने वाले उद्यम के लेखा वष य के जलए िानकारी प्रस्ट्ततु की िानी आवश्िक ह।ै एकत्र की िान ेवाली िानकारी की प्रकृजत: 8. आवश्िक िानकारी उद्यम की पठरचालन जविेषताओं, पठरसंपजत्तिों और िेनिाठरिों, काियिील पूंिी और ऋण, रोिगार और श्रम का जववरण, व्यापार और सेवाओं के उत्पािन से व्यि एव ं प्राजप्तिां, कर, सजससडी, जवतरण व्यि, कुल आगत, जनगतय और प्रासंजगक संिभय अवजध के जलए सकल मूल्ि वधनय के जववरण से संबंजधत ह।ै भाषा जिसम ेंसचू नािाता द्वारा सचू ना प्रस्ट्ततु की िानी ह:ै 9. सूचनािाता जनधायठरत प्रारूप में जहन्िी िा अग्रं ेिी म ेंसूचना प्रस्ट्तुत करेगा। सचू नािाता का िाजित्व: 10. दकसी उद्यम का मुजखिा िा माजलक िा अजधभोगी िा प्रबंधक िा प्रभारी व्यजि, िसै ा भी मामला हो, संबंजधत सांजयिकी अजधकारी से प्राप्त नोठटस म ें उजल्लजखत तरीके से और जतजथ तक सूचना िेगा। उस े जनरीक्षण के जलए प्रासंजगक अजभलेख भी प्रस्ट्तुत करन े होंगे, और मागं ी गई सूचना के संबंध म ें सांजयिकी अजधकारी िा उसके द्वारा प्राजधकृत व्यजि द्वारा पूछे गए प्रश्नों के उत्तर िेन े होंगे। व्यवसाि अजभलखे ों और अन्ि अजभलखे ों की प्रकृजत जिनका जनरीक्षण दकिा िा सकता ह:ै 11. उद्यम के व्यवसाि अजभलेखों, िैसे बलै ेंस िीट, लाभ-हाजन लेखा, मस्ट्टर रोल, उपजस्ट्थजत रजिस्ट्टर, श्रम रजिस्ट्टर, वेतन रोल, जनिेिक की ठरपोटय िा िी गई िानकारी के समथयन में दकसी अन्ि िस्ट्तावेि का जनरीक्षण सांजयिकी अजधकारी िा उसके द्वारा प्राजधकृत व्यजि द्वारा दकिा िा सकता ह।ै जनरीक्षण का तरीका: 12. संबंजधत सांजयिकी अजधकारी िा उसके द्वारा प्राजधकृत व्यजि उद्यम के व्यवसाि अजभलेखों और अन्ि अजभलेखों के आधार पर उपििुय जनििे के तहत िी गई िानकारी का सत्िापन कर सकता ह ै और ऐसे अजभलेखों को रख े िाने वाले पठरसर म,ें संबंजधत प्रमुख िा माजलक िा अजधभोगी िा उद्यम के प्रभारी व्यजि, िैसा भी मामला हो, िा उद्यम द्वारा प्राजधकृत व्यजि से स्ट्पष्टीकरण मागं सकता ह।ै सचू ना की गोपनीिता और एकत्र दकए गए आकं डों का प्रकटीकरण: 13. सांजयिकी संग्रहण अजधजनिम, 2008 की धारा 9 के अनुसार, सेवा क्षेत्र के उद्यमों के वार्षयक सवेक्षण (एएसएसएसई) पर पािलट अध्ििन का चरण-II म ें एकत्र की गई िानकारी का उपिोग केवल सांजयिकीि उद्देश्िों के जलए दकिा िाएगा और प्रकािन की जस्ट्थजत म of Statistics & Programme Implementation hereby directs Collection of Statistics from corporate entities i.e entities registered under companies Act, 1956 or companies Act, 2013 or Limited Liability Partnership Act, 2008 and belonging to service sector through a statistical survey, hereinafter referred to as ‘Phase-II of the pilot study on Annual Survey of service sector enterprises (ASSSE)’, as per the details mentioned in the Schedule-I. 2. The Ministry further appoints the persons as also their assignees in office, mentioned in the Schedule II as Statistics Officers in respect of the geographical units mentioned thereof with reference to the aforesaid direction. Each Statistics Officer shall immediately submit an undertaking in the prescribed format, namely, Form-I appended to the Collection of Statistics Rules, 2011, to the Additional Director General, Field Operations Division, National Sample Survey Office, Delhi. 3. The persons authorized by each Statistics Officer, after submission of the undertaking in the prescribed format, namely, Form-I appended to the Collection of Statistics Rules, 2011 to the Statistics Officer, would be engaged in the geographical jurisdiction of the Statistics Officer for verification of information furnished by informants, for inspecting relevant records, and for seeking clarifications, as may be necessary, from informants. In accordance with these duties, each person authorized would carry a photo identity card and a letter of authorization issued by the concerned Statistics Officer. The Statistics Officer shall keep the undertakings of the authorized persons in his safe custody and forward a certificate of having obtained the above undertakings to the Office of the Additional Director General, Field Operations Division, National Sample Survey Office, Delhi. 4. The statistics collected in schedule of enquiry of Phase-II of the pilot study on Annual Survey of Service Sector Enterprises, (ASSSE), furnished by the informants, after due verification and scrutiny, will be processed by National Sample Survey Office (NSSO) and the unit level data and reports, if any, generated from the data through statistical techniques, may be kept in the custody of National Sample Survey Office (NSSO).[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 7 5. All persons, engaged in any activity in respect of collection of statistics, processing of data and dissemination with respect to Phase-II of pilot study on ASSSE are governed by the provisions under the Collection of Statistics Act, 2008 and the Collection of Statistics Rules, 2011. 6. Following powers have been delegated to the Statistics Officers: (a) A Statistics Officer is empowered to depute/authorize officials to collect statistics in respect of the aforementioned direction, to verify any information furnished by informants on the basis of business records and other records and to seek clarifications from head or member or the owner or occupier or person in-charge of an enterprise, as the case may be, at the premises where such records are kept. A Statistics Officer is also empowered to depute/authorize officials under the administrative control of any State Government or Union territory Administration, which is willing to collect statistics from any of those enterprises for which the Statistics Officer has not deputed/authorized any official under his administrative control. (b) A Statistics Officer is empowered to decide the mode of collecting data and give one month notice or for the period deemed fit to each of the informant for furnishing information in the prescribed format, specified for the purpose of collection of statistics. (c) A Statistics Officer is empowered to provide to any informant, the facility of furnishing the schedule of enquiry in electronic form for certain period, to be specified by him in the notice to be issued to the informant. SCHEDULE-I Subject and purpose for collection of statistics: 1. Statistics relating to growth, composition and structure of corporate entities i.e entities registered under companies Act, 1956 or companies Act, 2013 or Limited Liability Partnership Act, 2008 and belonging to service sector is collected through Phase-II of the pilot study on Annual Survey of Service Sector Enterprises (ASSSE). Geographical area for collection of statistics: 2. The Phase-II of the pilot study on Annual Survey of Service Sector Enterprises is conducted in the whole of Union India. Method of data collection: 3. A notice will be issued by each Statistics Officer to informants under his jurisdiction, indicating therein the date by which, the officer or office to whom, the enterprise or enterprises for which, and the formats and the manner in which information is required to be furnished, specified in the notice. Nature of informants from whom data may be collected: 4. The informants are the head or the owner or occupier or person in-charge of an incorporated service sector enterprise registered under Goods and Services tax Network (GSTN), who would be approached for the required information and would be issued notice by Statistics Officer for furnishing information under the aforementioned direction. 5. A Statistics Officer may seek furnishing of consolidated information in respect of an enterprise (a specific Goods and Services Tax Identification Number (GSTIN)) operating within a State/Union Territory, which includes the principal place of business and additional places of businesses pertaining to the selected GSTIN. Such request may be made through a notice issued to the concerned head or owner or occupier or person in-charge of the enterprise. Period during which collection of statistics may be completed: 6. The date for submission of information by each informant would be mentioned in the notice and would generally fall during 1st November 2024 to 31st March 2025.8 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] Reference period: 7. Information is required to be furnished for financial year commencing from 1st April, 2022 and ending on 31st March, 2023 or for the Accounting Year of a unit ending on any date between 1st April, 2022 and 31st March, 2023. Nature of information to be collected: 8. The information required relates to particulars of operational characteristics of the enterprise, assets and liabilities, working capital and loans, employment and labour details, receipts and expenses from trading and production of services, tax, subsidies, distributive expenses, total input, output and gross value added for relevant reference period, etc. Language in which information is to be furnished by informant: 9. An informant shall furnish the information in the prescribed formats, either in Hindi or in English. Obligation of informant: 10. A head or owner or occupier or manager or person in-charge of an enterprise, as the case may be, shall furnish information in the manner and by the date mentioned in the notice received by him from the concerned Statistics Officer. He/She shall also furnish relevant records for inspection, and answer questions in relation to the information sought, as may be required by the Statistics Officer or a person authorised by him. Nature of business records and other records which may be inspected: 11. Business records of a unit, such as balance sheet, profit and loss account, muster rolls, attendance registers, labour register, pay rolls, Director’s report or any other document in support of the information furnished may be inspected by the Statistics Officer or a person authorised by him. The manner of inspection: 12. The concerned Statistics Officer or a person authorised by him may verify the information furnished under the aforementioned direction on the basis of business records and other records of the unit and seek clarifications, at the premises where such records are kept, from the concerned head or the owner or occupier or person in-charge of an enterprise, as the case may be, or a person authorised by him of the enterprise. Confidentiality of information and disclosure of data collected 13. As per Section 9 of Cos Act, 2008 the information collected in Phase-II of the pilot study on Annual Survey of Service Sector Enterprises (ASSSE), will be used solely for statistical purposes and information on identification particulars of entities will be suppressed in case of publication.
