L.-33004/99 सी.जी.-डी.एल.-अ.-25082026-275761 CG-DxLx-xEG-I2D5H0x8x2x0 26-275761 xxxGIDExxx असाधारण EXTRAORDINARY भाग II—खण् ड 3—उप-खण्ड (ii) PART II—Section 3—Sub-section (ii) प्राजधकार स ेप्रकाजित PUBLISHED BY AUTHORITY स.ं 4483] नई दिल्ली, सोमवार, अगस्ट्त 24, 2026/भाद्र 2, 1948 No. 4483] NEW DELHI, MONDAY, AUGUST 24, 2026/BHADRA 2, 1948 श्रम एव ं रोिगार मत्रं ालय अजधसचू ना नई दिल्ली, 24 अगस्ट् त, 2026 का.आ. 4666(अ).— पहचान स्ट्थाजपत करने के जलए आधार संख्या का प्रयोग व्यजियों को सुजवधािनक और जनर्ााध रीजत स ेसहाजयदकया, फायिे और सेवाएं प्राप्त करन ेम ेंसमथ ार्नाता ह,ै पहचान स्ट्थाजपत करन ेके जलए िस्ट्तावेिों की र्हुलता की आवश्यकता को समाप्त करता ह,ै प्रदियाओं को सरल र्नाता ह ैऔर पारिर्िता ा तथा िक्षता का संवधान करता ह;ै और इलेक्ट्रॉजनक्ट्स और सूचना प्रौद्योजगकी मंत्रालय, भारत सरकार न े भारतीय जवजिष्ट पहचान प्राजधकरण (यूआईडीएआई) स ेपरामि ाके पश्चात, सुिासन (समाि कल्याण, नवाचार, ज्ञान) के जलए आधार अजधप्रमाणन जनयम, 2020 (जिसे इसमें इसके पश्चात उि जनयम कहा गया ह)ै के जनयम 3 के उप-जनयम (1) के अधीन जवजनर्िाष्ट प्रयोिनों के जलए अपन े तारीख 6 मई, 2026 के पत्र सख्ं या ईएफ. संख्या 13(16)/2022-ईिी-II द्वारा श्रम एवं रोिगार मंत्रालय (जिसे इसम ेंइसके पश्चात उि मंत्रालय कहा गया ह)ै , भारत सरकार (जिसे इसमें इसके पश्चात उि सरकार कहा गया ह)ै , को यह अनुज्ञात दकया था तथा उि प्रयोिन के जलए, उि मंत्रालय के संर्द्ध कायाालय रोिगार महाजनिेिालय (जिसे इसम ेंइसके पश्चात उि संगठन कहा गया), को अजधप्रमाणन करने के जलए अनुज्ञात दकया िाए और आधार संख्या धारक की पहचान स्ट्थाजपत करन े हते ु अजधप्रमाणन के िौरान आधार संख्या के प्रयोग करन े की अनुमजत िी िाए तथा आधार (जवत्तीय और अन्य सहाजयदकयों, प्रसुजवधाओं और सेवाओं का लजययत पररिान) अजधजनयम, 2016 (जिसे इसम ें इसके पश्चात अजधजनयम कहा गया ह)ै की 6506 GI/2026 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] धारा 4 की उपधारा (4) के खंड (ख) के उप-खंड (ii) के साथ परठत उि जनयमों के जनयम 5 के अधीन इस ेअजधसूजचत दकया िाए; और उि जनयमों के जनयम 3 के उप-जनयम (1) के अधीन यथा जवजनर्िाष्ट जनयोिन संर्ंधी सहायता (जिसे इसम ें इसके पश्चात उि प्रयोिन कहा गया ह)ै के जलए आधार अजधप्रमाणन रोिगार जमलान, कररयर परामि,ा व्यावसाजयक मागाििान, कौिल जवकास संर्ंधी िानकारी, जिक्षतु ा के अवसर, रोिगार मेलों तथा कररयर कायािमों के आयोिनों सजहत जनयोिन संर्ंधी सहायता के जलए पोर्ाल या मोर्ाइल ऐप का उपयोग करन े के जलए, केवल जनयोिकों, परामिािाताओं, मागाििाकों, प्रजिक्षण प्रिाताओं, रोिगार चाहन े वालों तथा भती अजभकरणों या कररयर केंद्रों के प्राजधकृत हस्ट्ताक्षरकताओंा की पहचान स्ट्थाजपत करन े के जलए स्ट्वैजछिक आधार पर दकया िाएगा जिससे दक िोहराव, प्रजतरूपण और कपर्पूण ा गजतजवजधयों का जनवारण दकया िा सके और हााँ/नहीं या/और ई-केवाईसी अजधप्रमाणन प्रसुजवधाओं [जिसे इसन ेइसके पश्चात उि उपयोग प्रकरण कहा गया ह]ै का उपयोग करते हुए िक्ष एवं समयर्द्ध सत्यापन को समथा दकया िा सके। अतः, अर्, उि मंत्रालय अजधजनयम की धारा 4 की उपधारा (4) के खडं (ख) के उप-खडं (ii) के साथ परठत उि जनयमों के जनयम 5 के अनुसरण में, जनम्नजलजखत को अजधसूजचत करता ह,ै अथाात ः - 1. (1) सगं ठन इसमें अजधप्रमाणन के प्रयोिन हते ुआधार संख्या धारक की सहमजत प्राप्त करेगा। (2) उि जनयमों के जनयम 3 के उप-जनयम (2) के अनुसार, आधार अजधप्रमाणन स्ट्वैजछिक आधार पर ह ैऔर उि संगठन आधार संख्या धारक को पहचान के वैकजल्पक एवं व्यवहाया साधनों की सूचना िेगा तथा आधार संख्या धारक द्वारा आधार अजधप्रमाणन से इंकार करने, या असमथा होने की जस्ट्थजत म,ें उसे दकसी सेवा से इंकार नहीं करेगा, अथाात ः - (क) स्ट्थायी खाता संख्या (पनै ) (ख) पासपोर्ा (ग) मतिाता पहचान पत्र (घ) मोर्र वाहन अजधजनयम, 1988 के अतं गता लाइसेंससंग प्राजधकरण द्वारा िारी ड्राइसवंग लाइसेंस (ड़) अन्य: रोिगार जवजनमय पहचान संख्या, यूएएन (ईपीएफओ), यूएएन (ई-श्रम) 2. यह अजधसूचना, रािपत्र म ेइसके प्रकािन की तारीख को प्रवृत होगी । [फा. सं. डीिीई-य-ू 11011/16/2025-एनसीएस(कॉड)ा /आधार फॉर एनसीएस] अंिजल रावत, उप महाजनििे क (रोिगार)[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 3 MINISTRY OF LABOUR AND EMPLOYMENT NOTIFICATION New Delhi, the 24th August, 2026 S.O. 4666(E).— Whereas the use of Aadhaar number to establish identity enables individuals to receive subsidies, benefits and services in a convenient and seamless manner, obviates the need for multiplicity of documents to establish identity, simplifies processes and promotes transparency and efficiency; And whereas the Ministry of Electronics and Information Technology, Government of India, after consultation with the Unique Identification Authority of India (UIDAI), had allowed vide its letter no. eF. No. 13(16)/2022-EG-II, dated 6th May, 2026 to the Ministry of Labour and Employment (hereinafter referred to as the said Ministry), Government of India (hereinafter referred to as the said Government) for the purposes specified under sub-rule (1) of rule 3 of the Aadhaar Authentication for Good Governance (Social Welfare, Innovation, Knowledge) Rules, 2020 (hereinafter referred to as the said rules) and for the said purpose, the Directorate General of Employment, an attached of the said Ministry (hereinafter referred to as the said organisation) may be allowed to perform authentication and be permitted the use of Aadhaar number during authentication for establishing identity of Aadhaar number holder and notify the same under rule 5 of the said rules read with sub-clause (ii) of clause (b) of sub-section (4) of section 4 of the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016 (hereinafter referred to as the Act); And whereas, the Aadhaar authentication shall be performed for employment related assistance (hereinafter referred to as the said purpose) as specified under sub-rule (1) of rule 3 of the said rules on voluntary basis only for establishing the identity of the employers, counsellors, mentors, training providers, jobseekers, and authorised signatories of recruitment agencies or career centers, for accessing its portal or mobile application for employment related assistance including job matching, career counselling, vocational guidance, information on skilling, apprenticeship opportunities, organising of job fairs and career events to prevent de-duplication, impersonation and fraudulent activities, and enabling efficient and timely verification, using Yes/No or/and eKYC authentication facilities [hereinafter referred to as the use case(s)]. Now, therefore, in pursuance of rule 5 of the said rules read with sub-clause (ii) of clause (b) of sub-section (4) of section 4 of the Act, the said Ministry hereby notifies the following, namely: — 1. (1) The organisation shall obtain the consent of the Aadhaar number holder for the purpose of authentication herein. (2) As per sub-rule (2) of rule 3 of the said rules, Aadhaar authentication is on voluntary basis and the organisation shall inform to the Aadhaar number holder of alternate and viable means of identification and shall not deny any service to the Aadhaar number holder for refusing to, or being unable to, undergo Aadhaar authentication, namely: a. Permanent Account Number (PAN) b. Passport c. Voter Identity Card d. Driving License issued by the Licensing Authority under the Motor Vehicles Act, 1988 e. Others: Employment Exchange ID, UAN(EPFO),UAN(e-Shram) 2. This notification shall come into force on the date of its publication in the Official Gazette. [F.
