3. अनुवीक्षण सजमजत के जवस्ट्ततृ जवचाराथ य जवषि जनम्नांदकत ह:ै
क. सवेक्षण कािों के जलए केन्रीि सरकार द्वारा प्राप्त दकए गए सहािता अनुिान के उपिोग की समीक्षा;
ख. केन्र सरकार द्वारा सवेक्षण आवश्िकताओं के संिभ य म ें और अजधक सहािता अनुिान की आवश्िकता का आकलन
करना;
ग. सवेक्षण संबंधी काियकलापों के जलए कािय िोिना तैिार करना;
घ. एक प्रभावी तरीके से सवेक्षण कािों का संचालन करने के जलए प्रजिक्षण और अवसंरचना सबं ंधी आवश्िकताओं का
आकलन करना;
ङ. समि-समि पर सवेक्षण कािों की प्रगजत की समीक्षा करना और सुधारात्मक किम उिाना;
च. गुणवत्तापूण य क्षेत्रीि जनरीक्षणों और सवेक्षण आंकडों की गणु वत्तापूणय िााँच की िोिना बनाना;
छ. सवेक्षण काि,य आंकडा प्रसंस्ट्करण और सारणीिन का उपिोग; और राज्ि प्रजतिि य आंकडों के प्रसार की िोिना बनाना;

4. सजमजत से प्रत्िेक जतमाही म ें कम से कम एक बार बैिक करने और अपनी जस्ट्थजत ठरपोटय और अनिु ंसाए समि-समि पर

NOTIFICATION
New Delhi, the 23rd July 2025
No. 240/ZO/NEZ/MCM/DES/2022-23— The issue of conducting surveys of National Sample Survey in
the five North- Eastern States namely- Arunachal Pradesh, Tripura, Mizoram, Manipur and Sikkim in a more
systematic, time bound and economical way had been considered by the Government some time during 2007.
Accordingly, a Monitoring Committee for each of the States had been constituted vide a notification No. O-
120011/1/2004-Admn. III. dated 01.08.2007 & No. N-11011/15/2018-NSSO(CPD) dated 12.07.2018.
2. The mandate of Monitoring Committee is not only to review the funds flow but also assess the overall
impact and execution of NSS work in NE Region. With this wider prospective and in supersession of earlier
notification, the Monitoring Committee is re-constituted as under:
(1) Additional Director General, NSO, C&QCD, NEZ, Guwahati Chairperson
(2) Representative from NSO, C&QCD, New Delhi Member
(3) Representative from NSO, HSD, Kolkata Member

(5) Representative from NSO, FOD, New Delhi dealing with SE Survey Member

3. The broad terms of references of Monitoring Committee are as under:
a. Reviewing the utilization of grants-in-aid received from Central Government for survey work;
b. Assessing the requirement of further sanction of grants-in-aid by the Central Government with reference to
the survey requirements;
c. Preparing action plan for surveys activities;
d. Assessing training and infrastructure needs for carrying out survey work in an effective manner;
e. Reviewing progress of surveys work periodically and taking remedial steps;
f. Planning quality field inspections and quality scrutiny of survey data;
g. Planning deployment of resources for survey work, data processing and tabulation; and dissemination of
state sample data;
h. Monitoring the flow of expenditure periodically;
4. The Committee is expected to meet at least once in a quarter and submit status report and recommendations
to the Central Government from time to time.
